SAIC is seeking a Senior Business Analyst-TT&E to lead high-impact initiatives, provide strategic guidance, and drive process modernization across the customer enterprise. This role requires a blend of deep subject matter expertise, program management, and leadership to solve complex organizational challenges. The analyst operates with significant autonomy, advising senior leadership, mentoring team members, and ensuring the alignment of programs with strategic objectives. 

 

Work will be performed at the customer site in Springfield, VA.

***The hiring of this position is contingent upon contract award. Anticipated award is fall of 2026.***

 

  • This position will be responsible for providing senior program and project management support, including the development of strategic plans, policies and Standard Operating Procedures (SOPs). 
  • This position will lead and advise on process improvement and re-engineering efforts, applying methodologies like Six Sigma and ITIL to modernize governance and business functions.
  • This position will establish performance measures, monitor metrics, and analyze results to identify and implement performance-based improvements.
  • The position will require candidates to lead discussions at internal and external meetings, facilitate data-related working groups, and represent the organization to IC and DoD partners.  

 

Duties Include: 

• Lead and mentor the TT&E team to achieve and exceed performance goals, fostering a culture of continuous improvement and professional development. Regularly assess team members' competency skills and proficiency to ensure desired skills and capabilities are maintained. 

• Develop, maintain, monitor, and improve customer Continuity of Operations (COOP), and COOP implementation to include administration of, and training on, the customer Computerized Emergency Notification System (CENS); seamless transition of normal and event management activities; and develop into a repeatable and exercisable program process supporting COOP Operational Readiness. Requirements will include: 

• Develop POA&M with metrics to develop, maintain, monitor, and improve Continuity of Operations Readiness. 

• Manage currency of the Senior Leader Relocation Team (SLRT) roster. 

• Maintain proficiency in use and administration of CENS to include: 

• Providing oversight of usage and maintenance of the service. 

• Granting access to qualified Agency users. 

• Conducting periodic (at least Quarterly) tests and evaluation of the service. 

•Develop an integrated Continuity test, training and exercise (TT&E) program supporting and validating: the foundational level continuity process (discussed previously), standing plans and procedures; integrated and complementary with the customer EM programs; and supporting deployed operations and ultimately the NSG operations and continuity of operations. Requirements will include: 

•     Maintain a multi-year holistic program schedule, which incorporates sustainment of BC/DR Subject Matter Experts (SME), integrates with EM, annual orientations, internal and external test and exercise activities linked to annual testing of primary and back-up infrastructure, annual COOP Plan exercises and associated documentation. 

•     Document the planning and execution and results of the exercise program; identify lessons learned; and develop and monitor a timely and effective corrective action plan through incorporation into plans and procedures for future validation. This documentation must culminate in an ability to support performance measurements up to and including DoW and ODNI in support of any Nationally mandated performance management direction. 

•Maintain an Agency and Component Crisis Communications Devices (CCDs) program. Requirements will include: 

•Create, maintain and continuously evaluate and improve SOPs and/or reference guides and job aids specifically for employment of CCDs. 

•Conduct regular testing and troubleshooting of all assigned CCDs (fixed and mobile), including coordination of annual cryptographic keying and other tasks as performed by external entities. Facilitate repairs as needed. 

•Demonstrate, train, assess, and evaluate watch team members, BCPs, agency senior leaders, and other users as required, on the operational employment of CCDs. 

•Maintain and effectively employ Mission Assurance native toolsets and databases – including but not limited to, the Continuity Planning Tool (CPT), Location Information Tool (LIT), customer Risk Management tool (NROM), and the Enhanced Master Scenario Event List (EMSEL) Management System – to support NWM priorities and objectives. 

•Develop required subject matter expertise (SME) in all required toolsets and databases sufficient to conduct training demonstrations for watch team members, agency senior leadership, or inter-agency representatives as required. 

•Utilize SME-level understanding of databases and tools to creatively inform continuity exercise scenario design, answer complex agency-level RFIs, generate advanced metrics or database queries, and identify enterprise resiliency issues or concerns. 

•Develop and maintain scenario-specific MA Plans as part of the customer COOP Plan, in support of National Preparedness Policy, National Preparedness Scenarios, or NSG/customer-specific risk assessments. 

•Maintain currency of the Mission Assurance-related SOPs. 

•Develop and maintain continuity plans at the customer agency-level and on behalf of other Components as required. 

•Provide assistance at customer Alternate Site locations. Requirements include conducting facility tours to customer Leadership, facilitating all alternate site TT&E requirements, and ensuring all COOP requirements are met during a contingency event. 

•Be prepared to take any onsite, no-cost training courses or professional developments as directed by government leadership to further skills, proficiency, professional competency, and overall utility in the role. 

•Be prepared to attend and represent NWM Branch interests at interagency forums and working groups, as required. 

Qualifications

Required Skills: 

  • Bachelor's degree in business, or a related field.

  • Strong leadership competencies - experience leading and directing a diverse team to high performance outcomes. 

  • Minimum of 7 years of experience in program management, with a proven ability to translate complex data into strategic recommendations for executive decision-makers. 

  • 7+ years of COOP Test, Training, Exercise (TTX) experience, as well as developing agency-level Continuity TTX programs. 

  • Demonstrated ability to run multiple programs or projects simultaneously in challenging environments, characterized by: 

•   Time constraints 

•   Resource constraints 

•   Competing priorities 

  • Business Continuity Subject Matter Expertise (SME) with high level expertise. 

  • High Level or expertise, leadership, crisis management skills to ensure business continuity and response to crisis. 

  • Advanced-level experience in developing COOP TTX programs and activities. 

  • Proven track record of managing multiple programs or projects. 

Desired Skills: 

  • Strong leadership and crisis management skills. 

  • FEMA level 1 certified (or ability to attain within 6 months of hire).
