SAIC is seeking an experienced Program Security Officer to support NGA's Office of Security. This individual will be required to operate in a diverse security environment that involves controlled access programs and special access programs. 

This program can quickly adjudicate a polygraph for selected candidates with an active TS/SCI.  An active TS/SCI is required to be considered for this position.

This position will be responsible for the following:

  • Provide subject matter expertise, assistance, recommendations and hands-on-support to all Special Programs support related activities.
  • Support program development from cradle to grave, including establishment, maintenance, transition, and disestablishment (and archiving).
  • Apply experience in supporting security concepts, principles and practices to analyze and resolve difficult and complex security issues.
  • Prepare, review, and staff required documentation (including but not limited to: staff packages, Memorandums of Agreement/Understanding, Appointment Memorandums, classification documentation, reports (TK Annual Report, Site Visit Reports, program metrics, etc.), Memorandums for Record, Taskers, etc..
  • Perform day-to-day activities to ensure the timely and accurate development/integration of Special Program requirements.
  • Prepare routine to advanced formal recommendations, reports, correspondence, etc., including the supporting administrative documentation as required by the government.
  • Monitor and manage security operations and provide government with status reports and recommendations for decisions.
  • Attend community meetings and working groups as required by the government/on behalf of the government lead, and advise on addressed discussion points, due outs, requirements, and suspense dates.
  • Maintain accountability of access rosters, program access request tracking documents, visitor logs, destruction logs, and other accountable material.
  • Prepare, review, staff, submit, and track SAP, CAP, and ACCM Program Access Requests (PARs), including supporting documentation and applicable database requirements.
  • Track Program Accesses for all indoctrinated personnel (as required).
  • Provide indoctrination briefings and debriefings as required, including large scale conference room briefings, and senior level desk side one-on-one briefings.
  • Assist, collaborate, and coordinate with throughout the customer as well as members of the DoD and IC.
  • Monitor security applications through the review and analysis of appropriate metrics and maintains required records.
  • Communicate security guidance from the government lead to program managers or security officers (Program Security Representatives, Area Security Officers, Control Officers, etc.).
  • Support the packaging and mailing of program documentation in accordance with applicable SCI and special programs policies.
  • Support and/or conduct site inspections in support of validating SAP or CAP standards for storage or AIS requirements.
  • Prepare and deliver briefings to internal and external customers.
  • Understand and enforce procedures for handling SCI Controlled Access Programs (CAP's), Special Access Programs (SAP), Alternative Compensatory Control Measures (ACCM) and other collateral materials IAW applicable security policies and regulations.
  • Support the creation of classification related guidance, such as Security Classification Guides, Indoctrination briefings, annual CPI training, etc in support of special programs activities.
  • Share knowledge and experience to facilitate effective practices and increase staff awareness of best practices.
  • Provide timely classification management expertise to resolve complex classification management issues.
  • Maintain personal classification expertise through collaboration with ODNI and DoD classification management communities.
  • Develop innovative techniques to implement training and compliance with established classification management policies.

Qualifications

  • Active TS/SCI is REQUIRED
  • Ability to obtain a polygraph
  • Demonstrate experience applying Executive Orders 12333 and 13526, Intelligence Community Directives (ICD) 906 & 705 and DoD Manual 5205.07 Vols 1-4 standards associated with classified national security information, and special access program information
  • Must have successfully completed/passed the following: CDSE Introduction to Special Access Programs SAP 101.10
  • Have a minimum of three to five years of experience supporting special programs (SAPs and/or CAPs)

Desired:

  • Successful completion of DoD CDSE Security Fundamentals Professional Certification (SFPC)
  • Experience with Special Programs Databases and systems
