SAIC is seeking a growth-oriented Program Manager to lead a Multi-Award IDIQ for Army Modern Software Delivery. The Army intends for this contract to be the easy button for all Army organizations to procure skilled Agile DevSecOps software development services. DoD contracts often impose milestone-oriented constraints that limit innovation and modern software practices. As the lead of this IDIQ, you will be paving the way for true Agile DevSecOps software delivery in the Army.

This position is contingent on the Multi-Award IDIQ award expected April 2025.  Work will be conducted at Aberdeen Proving Ground in Maryland.

The program manager's role will include a large amount of business development and capture functions aimed at bringing customers to the vehicle and shaping customer requirements. The PM will also oversee delivery on all task orders to ensure execution excellence. While some of this work can be performed remotely, we expect the program manager to spend a significant amount of time at Aberdeen Proving Ground and other locations in the DC Metro Area. Up to 10% travel to other Army locations may also be required.

Key Responsibilities:

  • Engage with Army organizations to develop business cases for Agile software development
  • Shape customer Statements of Work (SOWs) to benefit SAIC in the competitive award of task orders 
  • Liaison with SAIC's Innovation Factory to ensure an adequate pipeline of Agile sprint teams are available to support incoming task orders
  • Establish a program management office staff, culture, and processes that are scalable to handle increasing numbers of Task Order RFPs and awards
  • Staff and train task order program managers and ensure excellent performance for each task order
  • Report business development, capture, and task order execution performance to SAIC's Army Business Group's senior leadership
  • ·   Serve as a single point of contact for the Government on all task orders on this vehicle. Discuss with the Government any IDIQ performance risks, issues, and opportunities related to modern software delivery

Qualifications

EDUCATION AND EXPERIENCE:

  • Bachelors degree and eighteen (18) years of experience or Masters and sixteen (16) years of experience, an additional four (4) years of experience may be substituted in lieu of degree
  • 5 years of experience managing software programs
  • Understanding of Army organization and structure
  • Experienced with a variety of contract types including FFP and CPFF
  • Previous experience with business development, capture, or on-contract growth

DESIRED CERTIFICATION REQUIREMENT:

  • PMP
  • PMI-ACP
  • DEVOPS Foundation
  • Scrum Master

CLEARANCE REQUIREMENT:

  • Secret clearance required

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
