We are currently seeking a highly skilled and motivated Program Control Analyst to join our talented team. In this role, you will provide expert guidance in annual budget preparation, measure organizational performance, and conduct cost-benefit analyses to assess program tradeoffs. You will manage and track finances across multiple funding types, ensure data accuracy and system integrity, and support project planning and reporting through the implementation of Earned Value methodologies and variance analyses.
Work is performed on site in Norfolk, VA and Virginia Beach, VA.
This position is contingent upon award news Spring of 2026.
Key Responsibilities:
- Provide advice and technical assistance in the preparation of annual budgets.
- Measure organizational performance; assess the effects of various programs and policies on the budget.
- Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
- Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
- Examine past and current budgets and research economic and financial developments that affect the organization's spending.
- Coordinate financial activities across various stakeholders.
- Manage finances across multiple funding types.
- Track budgets, costs, and variances.
- Produce executive summaries.
- Ensure data accuracy and system integrity.
- Participate in the planning, tracking analysis, and reporting on projects of varying contract type, size, complexity, and level of risk.
- Implement financial policies and procedures in support of projects
- Establish and maintain cost/schedule baselines.
- Implement Earned Value methodologies and perform related variance analyses.
- Prepare written and verbal reports to management regarding cost schedule variances.
- Interface with Project Managers, Contracts, Senior Technical Personnel, as well as other organizations.
- Participate in new business proposals through schedule and RLN support, providing input and cost volumes to management.

Qualifications
Qualifications:
- Bachelor's degree and seven (7) years' related experience.
- Proficient in financial management systems (ERP, accounting software), database management, and programming languages relevant to the systems used.
- Strong ability to analyze complex financial data, identify trends, and draw meaningful conclusions.
- Identify root causes of system issues and developing effective solutions.
- Ability to clearly communicate technical concepts to non-technical users and effectively collaborating with cross-functional teams.
- Ability to plan, execute, and monitor system implementation projects within budget and timelines.
- Thorough understanding of accounting principles (GAAP) and financial processes.
- Ability to understand business needs and align system solutions to strategic goals.
Required Security Clearance:
- US Citizenship required.
- Must possess or be able to obtain a Department of Defense (DoD) Secret security clearance.
- Active Interim Secret or final Secret clearance is preferred.
