SAIC is seeking an experienced Personnel Security Officer (PSO) to support our customer's Office of Security. This individual will be required to perform Empolyability/Quality Audit Report Tracker. This position is located in Springfield, VA.
This position can quickly adjudicate a polygraph for qualified candidates with an active TS/SCI. This opportunity requires an active TS/SCI in order to be considered for this position.
The PSO will be responsible for the following:
- Provide support and maintenance to established PERSEC programs.
- Support the execution of the day-to-day customer PERSEC.
- Prepare, support and administer PERSEC program briefings, as needed.
- Prepare, write, and present reports/whitepapers, various forms of correspondence, as required.
- Brief customer leadership and other customer KC's regarding the program requirements and regulations.
- Appropriately and accurately maintain and update databases and files (e.g., PeopleSoft security system of records, SharePoint Page, internal file folders, etc.) with data entry in a timely manner/real time.
- Respond in a timely manner to all telephone and/or email actions, questions, or status inquires to include checks of internal and external personnel security databases.
- Assist in maintaining distribution lists for customers to contact PERSEC, as needed/required.
- Bring case security issues to the attention of the government Team Leads.
- Assist the government PERSEC team to help in developing recommendations for improvement.
- Provide service excellence in guidance and resolution to internal and external customers' questions and inquiries in a timely manner for support to their programs.
- Utilizes a variety of security concepts, principles and practices to analyze and recommend solutions for difficult and complex security issues.
- Document and provide Weekly Activity Report (WAR) actions in the designated template and timeline to the Government Team Lead.
- Provide review of background investigations to make employability recommendations for customer applicants.
- Complete all actions within the mandated timelines.
Prepare accurate and quality employability assessments/reports for decision in accordance with the established procedure and 5CFR Section 302. - Deliver suitability/employability assessments within 2 business days of receipt of each checkpoint.
- Document, file, and maintain all employability actions in the security system of record.
- Coordinate with internal and external customers to resolve missing or discrepant information.
- Review the specified percentage of investigation reports for compliance with Federal Investigative Standards and applicable implementation plans within five business days of date assignment by GPOC.
- Coordinate any issues identified in record audit with GPOC.
- Accurately detail information and document status of all issues, to include resolution, in the Quality Audit Report Tracker system.
- Create/Prepare metrics reports for Investigative Service Providers (ISP) on a monthly basis, as requested by the GPOC.
Qualifications
Skills and Experience Required:
- Active TS/SCI is required
- Ability to obtain a polygraph
- Bachelor's Degree or equivalent experience in a related field to personnel security
- Significant experience in personnel security (7-10 years) in the DOD/IC
- Suitability/Employability experience: 3 years of experience with assessing suitability/employability, requirements to OPM specified standards
- QART Experience required: 3 years of auditing experience assessing background investigation quality
- Familiarity with reviewing Investigative Service Provider (ISP) Reports of Investigation (ROI), to determine if there is disqualifying information that poses a risk to national security that prevents federal employment with the customer
- Clear and concise writing and communication skills
- Excellent organizational skills to ensure required timelines, FIS, and five CFR Section 302 quality standards are met
- Demonstrate experience with reviewing Standard Form-85/86 and understand scoping requirements
- Demonstrate experience with SEAD 3 Reporting Requirements and SEAD 4 Adjudication guidelines
Desired:
- Experience making unfavorable recommendations to leadership regarding the suitability of applicants
- Familiarity with reviewing CI and full scope polygraphs for admissions that are disqualifying in nature for federal employment
