Description

SAIC is seeking an experienced and highly capable Logistics Principal to support the Advanced Battle Management System (ABMS) Digital Infrastructure (DI) Network Designer & Deployer program in support of the Department of the Air Force (DAF) Program Executive Officer for Command, Control, Communications and Battle Management (PEO C3BM).

The ABMS DI Network is the backbone of the DAF BATTLE NETWORK — the Air Force's contribution to the DoD's Combined Joint All-Domain Command and Control (CJADC2) warfighting concept. This program is delivering a secure, resilient, multi-enclave digital infrastructure spanning Unclassified through TS/SCI security domains, integrating cutting-edge commercial and government technologies including cloud computing, SD-WAN, Enterprise Cross Domain Solutions, Data Distribution Networks, Scalable Transport, and Data Link Integration Modules across global operational sites.

As a Logistics Principal, you will serve as the senior logistics authority for the ABMS DI Network program — architecting and executing the end-to-end integrated logistics strategy that ensures the right equipment, software, and services are procured, tracked, delivered, and sustained across a globally distributed network of fixed and deployed operational sites. Your work is mission-critical: the warfighters and operators depending on the ABMS DI Network cannot fight and win without the logistics backbone you will build and manage.

Job Responsibilities

  • Serve as the senior logistics authority for the ABMS DI Network program, providing principal-level expertise and leadership across all integrated logistics support (ILS) activities including supply chain management, procurement, transportation, inventory control, and sustainment planning

  • Develop, implement, and manage the program's comprehensive Integrated Logistics Support Plan (ILSP), ensuring alignment with DI Network Major and Minor Release schedules, quarterly Release Planning Events (RPEs), and government-directed work package timelines

  • Lead the identification, sourcing, and procurement of hardware, software, and services required to support DI Network foundational features including DI Network Cloud, SD-WAN, Enterprise Cross Domain Solutions (E-CDS), Data Distribution Network (DDN), Scalable Transport, and Data Link Integration Module (DLIM) across all operational sites

  • Collaborate with systems engineers, design work package teams, and program management to develop and maintain comprehensive Bills of Materials (BOMs) and Software Bills of Materials (SBOMs), ensuring accuracy, completeness, and alignment with approved DI Network design baselines

  • Establish and manage end-to-end supply chain processes and delivery schedules, coordinating information flow to and from third-party vendors, Original Equipment Manufacturers (OEMs), DI Network Managers, and government customers to meet program milestones and deployment deadlines

  • Develop and manage program logistics budgets, ensuring compliance with DoD acquisition regulations, FAR/DFARS requirements, and internal procurement policies while optimizing cost efficiency across the supply chain

  • Identify, assess, and mitigate supply chain risks including vendor delays, parts obsolescence, single-source dependencies, and logistics bottlenecks, developing and maintaining contingency logistics plans for critical network components

  • Coordinate with DoD inventory management systems and government logistics stakeholders to ensure full compliance with DoD supply chain regulations, property accountability requirements, and asset visibility standards

  • Manage warehouse operations, equipment accountability, freight transportation, and Return Material Authorization (RMA) processes for DI Network hardware components across CONUS and OCONUS operational sites

  • Conduct and support scheduled equipment inventories to ensure accountability, readiness, and accurate asset tracking across all deployed and fixed DI Network operational nodes

  • Develop and maintain a comprehensive menu of transport and equipment options for DI Network deployment kits, including logistics metrics, cost assumptions, and lead time data to support program planning and procurement decisions

  • Support the preparation of logistics evidence packages, sustainment plans, and supporting documentation for Government-led Configuration Control Boards (CCBs) and program milestone reviews

  • Employ logistics best practices, continuous improvement methodologies, and data-driven analysis to optimize supply chain performance, reduce costs, and improve delivery efficiency across the program

  • Mentor and provide technical guidance to junior logistics personnel and cross-functional team members, establishing logistics standards and best practices across the ABMS DI Network program

Qualifications

  • Bachelor's Degree in Logistics Management, Supply Chain Management, Business Administration, or related field + 10 years of related experience OR Master's Degree + 8 years of related experience

  • Minimum 5–7 years of experience in a senior logistics or supply chain leadership role supporting large-scale DoD systems integration, network infrastructure, or defense acquisition programs

  • US citizenship, and an active Secret clearance required at time of hire; must be able to obtain and maintain TS/SCI

  • Demonstrated experience supporting large-scale defense programs or government contracts, including coordination with DoD inventory management systems and compliance with DoD acquisition regulations and FAR/DFARS requirements

  • Expertise in managing end-to-end supply chain operations including procurement, warehouse management, freight transportation, and asset accountability in a DoD or defense contracting environment

  • Experience developing and managing Bills of Materials (BOMs) and Software Bills of Materials (SBOMs) in support of complex network infrastructure or systems integration programs

  • Strong ability to coordinate across multiple internal teams, external vendors, government customers, and program stakeholders in a fast-paced, deadline-driven environment

  • Excellent written and verbal communication skills with demonstrated ability to produce logistics plans, status reports, and program briefings for senior government and program leadership

  • Willingness and ability to travel approximately 10% to CONUS and OCONUS DoD installations and operational sites

  •

  • Desired Skills:

  • Certified Supply Chain Professional (CSCP) – Highly Desirable

  • Certified Professional Logistician (CPL) – Highly Desirable

  • DAWIA Lifecycle Logistics Certification (Level II or III) – Highly Desirable

  • Lean Six Sigma Green Belt or Black Belt certification

  • Project Management Professional (PMP) certification

  • ITIL® 4 Foundation

  • Proficiency in enterprise logistics and supply chain management platforms including SAP, Oracle, or equivalent ERP systems

  • Experience with DoD-specific logistics management systems such as MAXIMO, GCSS-Army, DPAS, or equivalent DoD property accountability and asset management platforms

  • Familiarity with Defense Contract Management Agency (DCMA) processes and DoD property management regulations including DFARS 252.245

  • Experience developing and managing Integrated Logistics Support Plans (ILSPs), Life Cycle Sustainment Plans (LCSPs), and logistics support analyses in a DoD program environment

  • Knowledge of network infrastructure logistics including procurement and lifecycle management of telecommunications hardware, software licenses, SD-WAN appliances, and carrier-grade network equipment

  • Experience with Configuration Management processes and tools supporting DoD program baseline management and Configuration Control Boards (CCBs)

  • Familiarity with DoD RMF processes and the logistics implications of operating across multiple security classification enclaves including Secret and TS/SCI environments

  • Experience managing logistics support for globally distributed DoD programs with both fixed and deployed operational site requirements

  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) with demonstrated ability to produce logistics performance dashboards, cost analyses, and executive-level program briefings

  • Experience with collaboration and program management platforms such as JIRA, Confluence, SharePoint, or equivalent
