We are seeking HUMINT Analysts at all levels of experience to support the United States Army Pacific Command (USARPAC) Task Order (TO). We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR).

These positions are contingent upon contract award expected Summer 2024 and will be located in Hawaii.

The HUMINT Analyst plans, develops, manages, and  supports  HUMINT Mission analysis and provides guidance to mission staff.

  • Writes HUMINT reports and engages with customers. 
  • Applies intelligence analysis techniques against HUMINT metadata collected from foreign communications systems in order to identify, locate and track HUMINT targets, and to accurately report the intelligence gained from geospatial metadata analysis to HUMINT customers.
  • Performs analysis of HUMINT metadata for the purpose of improving the geolocation, contact chaining, and additional communications characterizations of targets of interest. 
  • Analyzes HUMINT content and metadata to support the development of existing targets and the discovery of other analytic vectors through the reconstruction and documentation of target communications networks. 
  • Supports strategic and tactical intelligence organizations, developing, refining, and producing geo-locational data to support the development of various intelligence reports. 
  • Performs intelligence operations according to regional lines of effort 24 hours a day, seven days a week, 365 days a year (24/7/365) if required due to exercises, contingencies, and crises. 
  • Provide intelligence in support of MDTF, JPMRC, and Operations Pathways.
  • Provides senior HUMINT intelligence representation and/or technical expertise to support across all regional lines of effort and functional teams to ensure shared situational awareness, implement best practices, and identify trans-regional trends and/or threats.

Duties:

  • Performs analyses to identify significant HUMINT information gaps about the adversary and the Operating Environment (OE) to formulate intelligence requirements and identifies subjects that require the collection of information or the production of intelligence, prioritizing  and submitting intelligence requirements nominations.
  • Recommends appropriate HUMINT collection discipline to conduct collection missions and Collection Requirements Management (CRM) and Collection Operations Management (COM) to develop and control collection, processing, exploitation, and information reporting requirements of all available intelligence and information sources and platforms (e.g., strategic, operational, and tactical). 
  • Gathers feedback from HUMINT intelligence consumers to determine if the requirements are being satisfied and revises intelligence requirements based on feedback received to identify issues, minimize information gaps, and mitigate capability shortfalls. 
  • Develops intelligence Measures of Performance (MOPs) and intelligence Measures of Effectiveness (MOEs).
  • Writes and critiques HUMINT reports. 
  • Collects intelligence through interviewing and questioning techniques, debriefings and interviews. 
  • Analyzes collected intelligence and disseminates intelligence.   Interfaces with higher, lower and adjacent intelligence organizations. 
  • Conducts additional assessments of targeting efforts. 
  • Assists soldiers, civilians and military in Army Intelligence roles.  Generates Intelligence Information Reports (IIR's), Situation Position Opposition and Time (SPOT) Reports, Interrogation Reports and Scripts for HUMINT activities. 

Qualifications

  • EDUCATION AND EXPERIENCE:

    • Bachelors degree and five (5)  years' experience; Four (4) years' additional experience may be accepted in lieu of degree.
    • There may be positions available at all levels 0-20+ years experience

     DESIRED:

    • Command or joint level experience for Senior or SME hires
    • Post graduate degree in associated field of study for Senior or SME hires

     CLEARANCE REQUIREMENT:

    • Must have an active TS clearance to start work
    • Must be able to obtain a TS/SCI
