SAIC is seeking a Program Manager (PM) to lead our team in support of the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction Advisory and Assistance Services Support (CTR A&AS) program.
The CTR Program's overarching mission is to partner with willing countries to reduce the threat from weapons of mass destruction (WMD) and related materials, technologies, facilities, and expertise. The CTR Program focuses on eliminating, securing, and consolidating WMD, related materials, and associated delivery systems and infrastructure at their source in partner countries. The CTR Program also focuses on building partner capacity to prevent the proliferation of WMD materials in transit across international borders.
Advisory and Assistance Services (A&AS) are required to support the implementation of Cooperative Threat Reduction programs and projects. The A&AS contractor shall provide the essential resources to the CTR Program to provide for effective management of CTR programs; fulfill Planning, Programming, Budgeting, and Execution (PPBE) requirements; comply with all Federal, Local, and Program policies, regulations and directives; and to satisfy external reporting and oversight requirements.
The PM shall lead a team that provides dedicated, reach back and surge technical subject matter expertise, in technical fields supporting all aspects of WMD nonproliferation activities carried out by CTR to include, but not be limited to:
- WMD and WMD related systems Expertise
- WMD Proliferation pathways and interdiction
- Safety and Security Expertise
- Engineering Expertise
Scientific Expertise (Nuclear, Chemical, Life Sciences and related fields)
Information, sensor and related technology Expertise
- Training and Exercise Development Expertise
The PM will manage a multi-vendor SAIC Team on a program with $75M per year in revenue. Manage cost, schedule, and technical performance to achieve SLAs or performance metrics defined in the contract. Effective in communications with senior management of the DTRA program office, technical directors, and senior executives of SAIC and subcontract partners. Knowledge of effective management strategies for various task types (FFP and T&M). Ability to interface with SAIC Project Control staff to provide the customer with accurate cost and schedule performance information. Must have experience in navigating across the interagency and strategic communication skills to interface and support government customers at senior levels. The PM will work at Ft. Belvoir, VA.
STEM (Science, Technology, Engineering, and Math) Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and four (4) years or more experience.
Experience as PM or Deputy PM for programs with similar scope.
Experience performing supervisory functions such as time approvals for charging; expense reports, and travel plans; employee performance coaching and feedback; salary administration; and staffing functions.
Experience presenting material to senior Government officials and key stakeholders.
Top Secret security clearance with SCI eligibility
- STEM Masters or PhD degree
Experience managing, coordinating, and facilitating a staff in a DoD/Federal Agency environment.
Defense Acquisition University (DAU) or Federal Acquisition Institute (FAI) Program Manager Certification.
Current Project Management Institute (PMI) Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification.
