SAIC's Business Management Contracts & Procurement Team delivers expertise across the entire acquisition lifecycle – from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management, and subcontractor partnerships). The SAIC Contracts & Procurement team is seeking an experienced, business-savvy, and adaptable Contracts Senior Manager to serve in a key strategic role supporting its Civilian Business Group (CBG). This position will lead cradle-to-grave contract and subcontract processes focused on enabling growth, streamlining execution, and contributing to enterprise performance. The selected candidate will be a trusted advisor, providing business guidance to Market Leaders, Account Leaders, and finance teams to balance compliance, fiscal responsibility, and program objectives. For the right candidate, this position may be remote anywhere in the US.


Position Description:

This leadership position oversees a high-performing team responsible for managing and influencing strategic and complex contracting activities across diverse programs. The successful candidate will apply their expertise in contracts and procurement, alongside robust financial and business acumen, to deliver exceptional outcomes aligned with SAIC's strategic priorities.

The position demands strong collaboration with senior leaders across the organization and the ability to advise on business implications of contractual strategies, financial structures, and program performance. The role will require critical thinking, exceptional stakeholder management, and the ability to operate effectively in an ever-evolving business and regulatory environment.

The candidate will report directly to the CBG Contracts and Procurement Vice President and will communicate/escalate issues while delivering solutions that advance the goals of the organization.

Typical Responsibilities:

• Strategic Business Collaboration: Work closely with Market Leaders, Account Leaders, and finance teams to identify, analyze, and execute contracting solutions that support business priorities and financial objectives.
• Leading Contract Administration: Review, negotiate, and execute contracts aligned with FAR/DFARS requirements and corporate compliance guidance, ensuring the successful management of risk, opportunity, and profitability.
• Strategic Proposal Leadership: May occasionally serve as the contractual lead for high-visibility proposals, overseeing the development of cost and contracts volumes as Book Boss, and conducting senior-level reviews to ensure submissions are compliant, compelling, and competitive within the assigned market.
• Executive-Level Communication: Prepare and deliver high-impact written and oral communications to executive management, Federal Government officials, and other external stakeholders.
• Oversight of Complex Negotiations: Lead and support sensitive customer-facing contract discussions, ensuring alignment with organizational goals while achieving mutually beneficial outcomes.
• Business and Financial Analysis: Evaluate the financial impacts and risk exposure of contracts and subcontracts, providing actionable recommendations to stakeholders on decision points and contract strategy.
• Governance and Compliance: Maintain strict compliance with all Government contract requirements, company policies, federal and state regulations, and applicable agency supplements (e.g., FAR, DFARS, TINA, CAS).
• Subcontractor Oversight: Manage subcontractor relationships and performance throughout the program's lifecycle to ensure cost-effectiveness, adherence to contractual obligations, and alignment with customer needs.
• Team Management: Support and mentor team members across contracts and procurement disciplines to strengthen organizational capability and foster career development.
 

Qualifications

Required Education and Qualifications:

• Must be a US Citizen. 
• Education: Bachelor's Degree in Business Administration, Finance, or a related field and 18+ years of experience, or a Masters and 16+ years of experience, or a PhD or JD and 13+ years of experience. An additional 4+ years of experience may be considered in lieu of a degree. 
• Experience: A minimum of 15 years of progressive experience in contracts and procurement, with demonstrated expertise in managing high-complexity and high-value contracts.
• Business Acumen: Proven ability to understand the linkage between financial, contractual, and business operations, using that insight to influence decisions and drive outcomes.
• Contracts Knowledge: Experience with CPFF, CPAF, CPIF, FPI, and FFP contracts, as well as FAR, DFARS, and agency supplements.
• Negotiation Strength: Track record of leading favorable outcomes in complex negotiations with both Government and commercial clients.
• Compliance Leadership: Extensive knowledge of applicable federal regulations (CPSR, TINA, CAS) that govern procurement and subcontracting, ensuring strict compliance across contracts and programs.
• Communication Skills: Exceptional ability to communicate complex contractual and business challenges effectively with various stakeholders, from cross-functional teams to senior executives.
• Technical Proficiency: Proficiency in relevant tools and systems, including Costpoint or similar procurement systems, and Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
Preferred Skills
• Emerging Technology Acumen: Familiarity with contracting for emerging technologies (e.g., AI, cloud, as-a-service models) and understanding the associated challenges and opportunities.
• Comprehensive Program Insight: Experience managing contracts over the full lifecycle—from bid and proposal through execution—while ensuring program cost, schedule, and performance objectives are met.
• Risk Management Expertise: Strong ability to identify, assess, and mitigate financial, operational, and compliance risks in contract and subcontract execution.
• Cross-Functional Influence: Demonstrated ability to partner with leadership across the organization to drive strategic alignment and achieve enterprise goals.

Travel Requirements: Some travel will be required to support engagements with SAIC business groups, leadership, and client organizations.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
