SAIC's Business Management organization is seeking an experienced and highly adaptable Contracts leader to support its Navy Business Group (BG). This position will support bid strategy and contract execution across the customer base, focusing on initiatives that drive growth for the organization. The successful candidate will act as a strategic partner within the business group and across the enterprise, leading the business group's team of contracts professionals fostering a culture of teamwork, continuous process improvement, and performance excellence.
This position is located in San Diego, CA. Candidates must be able to go into the office 2-3 days a week.
Position Description:
The manager will be responsible for overseeing the C5ISR & Training Solutions Market and Combat & Strategic Systems in the Army Navy BG. The manager will be responsible for the day-to-day oversight and guidance of the contracts staff assigned to the market. The manger will be self-motivated with the ability to influence and guide the team through contractual, legal and complex issues while possessing the following skillset:
Client facing and have key role in building trusted relationships with client counterparts, represents organization as a prime contact on contracts or projects.
Ability to function well in a fast-paced, dynamic work environment
Ability to manage multiple projects and tasks simultaneously
Ability to effectively influence, negotiate, and communicate with internal and external business partners/customers and interact with senior leadership of the Business Unit
Ability to resolve highly complex issues, develop negotiating strategies and provide creative solutions
Strong interpersonal, written and oral communication skills
Periodic travel to support to other SAIC and customer locations.
The manager will report directly to the Navy BG Contracts leads escalating issues and concerns and will be responsible for some scaled workload.
Typical Responsibilities Include:
Develop, review and conduct strategic and sensitive oral and written communications with executive level Federal Government and corporate leaders
Review contractual documents and proposals to ensure adherence to company policy, government specifications, and requirements and conformance to master agreements.
Lead customer facing discussions and negotiations, demonstrating a strong acumen for customer relationship management in highly complex and classified contract environments
Advise internal customers and management on contractual rights and obligations and provide interpretation of contract terms and conditions. Provide leadership in contract execution, anticipate and resolve problems, and ensure inter-group communication and cooperation. Assess issues, risks, and develop solutions.
Responsible for compliance with all Government contract requirements, internal policies, and all Federal, State and applicable laws.
Assist in the preparation and review/approve TINA covered cost proposals and narratives for contract proposals and changes.
Manage staff on a day-to-day basis, assess workloads, identify training and development opportunities and manage staffing challenges.
Work closely with legal, functional counterparts and Sr. Leadership of the company.
Support special projects assigned by the Navy Contracts & Procurement VP, in addition to manage company data calls and coordinate responses to internal and external audits.
Qualifications
Required Education and Qualifications:
Bachelor's Degree in Business Administration related business discipline and 15 years of experience. Additional 4 years of experience will be accepted in lieu of a degree or a Masters and 13 years of experience.
Strategic mindset with a focus on driving innovation and adapting to evolving business landscapes.
Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements. The candidate should have a track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
Experience with various contract types to include Cost Reimbursable (CR), Time and Material (T&M), and Firm Fixed Price (FFP).
Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
Professional certification (CPCM/CFCM) preferred.
Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).
Must be able to get a secret clearance.
Working knowledge of FAR and Public Laws relating to contracting.
Excellent oral and written communications and ability to communicate clearly, effectively, and independently with senior management.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
