JOB DESCRIPTION:

SAIC is seeking an Acquisition Systems Engineer with a strong desire to enhance technical communication and collaboration for the NRO's Integrated Systems Program Office (ISPO) with the Ground Enterprise Directorate (GED) in Chantilly, VA. The ISPO is an OPIR Joint Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity-based intelligence information.  

As an Acquisition Systems Engineer, you will provide Acquisition and Program Management Support to multiple rapid research and development efforts aimed at designing and delivering critical cutting-edge components of the future architecture.

SPECIFIC TASKING:

•       Functions as a SPO subject matter expert (SME) in the planning, development and execution of new acquisitions, guiding programs through Milestone Decision Authority (MDA) directed reviews, developing and executing ECPs, monitoring contract execution and providing technical analysis when required.

•       Work with government technical and contracts staff developing acquisition strategies and acquisition documentation enabling program development and implementation.

•       Support new prototype acquisition planning, solicitation, evaluation, award, and execution for Indefinite Delivery, Indefinite Quantity (IDIQ) Task Orders (TOs) and Broad Agency Announcements (BAAs), as well as potential alternate contracting approaches such as Other Transaction Agreements (OTAs) and Commercial Solutions Opening (CSOs).

•       Draft common acquisition artifacts such as statements of work (SOW), Contract Data Requirements Lists (CDRL), In Scope Determinations, and proposal evaluation criteria.

•       Assists in the development of acquisition strategies, acquisition plans and program requirements.

•       Assist Government customer in monitoring and managing program financial execution and planning.

•       Provide acquisition advisory services during technical and cost evaluations of proposals.

•       Work with technical staff documenting technical and programmatic requirements.

•       Effectively work with development teams to track technical progress, identify blockers to progress, and assess technical solutions.

•       Support SAFe Agile program development processes and activities.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience or a PhD or JD and nine (9) years or more experience.

  • Must be a US Citizen with active TS/SCI security clearance with CI polygraph

  • Must have at least 3+ years of government program management / contracting / acquisition experience.

  • Experience working within the IC.

  • Effective communication, coordination, and customer engagement skills.

  • Ability to work in a fast paced, dynamic, and team environment

  • Working knowledge of AGILE Scrum and SAFe software development methods.

  • Working knowledge of IC principles and procedures.

  • Demonstrated ability to establish and maintain effective working relationships with customers.

  • Proficient with Microsoft Office Suite and various SE, PM tools.

     

 **May require overnight travel up to 2 percent of the work year 

DESIRED QUALIFICATIONS:

  • DAU Level III Certification in Contracting.

  • Experience with non-traditional/non-FAR acquisition vehicles (IDIQ, BAA, OT, CSO, etc.).

  • Experience with Model and Simulation Architectures.

  • Direct OPIR, GEOINT and/or SIGINT experience.

  • Direct experience supporting USAF SMC SBIRS System Program Office business operations/programs.
