Position Summary:

The Labor Relations Analyst reports to the Manager Labor Systems and Analysis, and will have responsibility for data analysis, predictive modeling, pension liability management, risk assessment, reporting, and presentation creation. The job is for someone who likes working in a fast-paced, growth-oriented business environment, which presents daily challenges on associate relations issues and is passionate about upholding the core Penske Labor Relations principles.

Major Responsibilities:

Pension Liability Analysis

  • Manage all aspects of Pension data including project management of partial withdrawal mitigation, partial withdrawal scenario planning, and predictive tool to identify exit opportunities.
  • Maintain core Pension metrics – allocation tool, cbu history, highest contribution levels, 20-year cap calculator, and no-fly zone risk targets.
  • Maintains and updates the core analysis and presentation used for the senior Audit Committee deck (C-Level) for Pension strategy formulation
  • Curate withdrawal liability analysis, multi-phased/contract situational analysis, and avoidance modeling

Labor Cost Modeling

  • Manage labor costing models – accurate creation, completion, and archiving for all contracts.
  • Prepare and monitor Negotiations Budget tool, loading all settlements and gauging performance to pre-established goals
  • Identify areas of optimization and expand the usefulness of the model. Increase accuracy

3rd Party Audit Response – WFSA Perspective

  • Business Analyst for 3rd-party benefit audits, translating business requirements as oriented by labor into a report
  • Capture essence of the audit requests, generate internal audit leveraging available fund payment records, and curate
  • Lead the collection and wrangling of required information per the audit and provide through secure sources
  • Coordinate with Labor Relations Experts and available CBAs, SPDs, and other documents to curate audit responses
  • Reconciliation of 3rd party audit findings, vetting and adjust Pension Rules (annual caps, exclusions, CBU denominations, timing, etc…) to align with the audit findings
  • Extract and analyze information for auditing, surveys, government filings and reporting purposes as needed.

Negotiation Support

  • Advise negotiators on core trends affecting specific markets in pre-bargaining prep for each CBA renewal turnover, time-to-hire, productivity, quality, DQ file compliance, and wages vs. market.
  • Implement and maintain contract term database to monitor wages, benefits, fringes by market, region, business line, and union.
  • Prepare presentations to persuade groups on matters such as benefits, contract ratification, and union organizing.
  • Research and analyze key union locals to determine their financial health, leaders with positions in the National union, leaders that participate as trustees in Taft/Hartley plans, recent charges of corruption, recent strike activity, and key upcoming negotiations.
  • Prepare benefits models and associated costs based on terms in the proposed CBA and SPD

Reporting and Data Insights

  • Create reports / BI / Dashboards from the underlying data held to support processing and project initiatives
  • Design of tools are made with user experience in mind
  • Serve as key consultant on data interpretation and technology advances to Labor team.
  • Supporting the Strategic Labor team with reports

Automation / Process Improvement / Process Design

  • Leverage MS Power Apps and other tools to streamline recurring processes, reports, workflows, and administrative tasks
  • Process Map, Process Analysis, Process Design, and Automate, develop KPIs
  • Detail Documentation of process design, overview, and associated components of the process

Other projects and tasks as assigned.

Qualifications:

  • Bachelors Degree required in Finance, Accounting, Statistics and/or related fields.
  • Minimum 5 -7 years of experience working in a reporting and data analytics role required, preferably in people/HR, pension, or benefits analytics. Expertise in excel and reporting tools required.
  • Minimum 2 years of experience in pension liability management preferably in logistics/truck leasing operations; Knowledge of ERISA and Multi-Employer Pension funds – preferred OR experience with process improvement, design, and automation of business functions.
  • Must be knowledgeable in Qlik/FDI/OTBI and other reporting tools
  • Detail oriented with strong organizational and documentation skills
  • Professional communication both verbal and written
  • Willingness and ability to work independently
  • Ability to assess and analyze complex business needs and conceptualize creative solutions
  • Quick thinker who can explain complicated positions to not only executive level leaders, but also front-line supervisors/drivers/dock associates
  • Ability to work cordially with 3rd party auditor demands and pressures
  • Regular, predictable, full attendance is an essential function of the job
  • Willingness to travel as necessary, work the required schedule, work at the specific location required, complete Penske employment application, submit to a background investigation (to include past employment, education, and criminal history) and drug screening are required.
