Job Corps is a government-funded, no cost education and vocational training program administered by the U.S. Department of Labor that helps socioeconomically disadvantaged youth between the ages of 16-24 improve the quality of their lives through academic and career technical training.  Job Corps' mission is to attract eligible young people, teach them the skills they need to become employable and independent, and place them in meaningful jobs or further education.  

Function


Reports to the Health and Wellness Director. Develops, implements and monitors the Mental Health Program to include staff development, mental health counseling of students, TEAP program counseling, according to the Job Corps federal regulations and the Policy and Requirements Handbook. Demonstrates on-going commitment to preparing young people for the workforce by modeling, mentoring and monitoring excellence in the eight Career Success Standards of: workplace relations and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning; interpersonal skills and independent living.

Requirements

  • Licensed Psychiatrist, Clinical Psychologist, Psychiatric Social Worker or Licensed Clinical Professional Counselor. 
  • Must have state licensing. 
  • Must have experience with disadvantaged youth.
  • Prefer Job Corps experience.
  • Valid State driver's license in the state of employment with acceptable driving record.

Duties and Responsibilities

1. Demonstrates and abides by ODLE Core Values and operating principles.

2. Responsible for the development, implementation and monitoring of the center's Mental Health Program, including supervision of all mental health interns and employees.

3. Advises the Center Director and Health Services staff of all mental health matters.

4. Conducts staff development and training in the use of mental health principles and techniques.

5. Develops, schedules and documents weekly staff training as required by Job Corps regulation and the PRH.

6. Consults and promotes the coordination and integration of mental health with other center programs and activities.

7. Provides consultation with Health Services staff and all other appropriate staff concerning student mental health issues.

8. Develops constructive programs for meeting students' mental health issues and works with center disciplinary, maximum benefits, intergroup relations and the TEAP programs.

9. Works in concert with career counselors and other pertinent managers and directors on effective care management efforts, particularly of high risk students.

10. Documents and submits forms and correspondence to local, state and federal agencies to meet all program requirements.

11. Ensures and maintains confidentiality of all records.

12. Issues and maintains Standing Orders on all mental health issues as required by the National Job Corps program.

13. Provides evaluation and diagnostic services to inpatient or outpatient students.

14. Provides limited psychiatric treatment as permitted by licensure.

15. Provides appropriate case information to center staff on a needs-to-know basis.

16. Arranges off-center referrals and treatments as needed according to National Job Corps directives.

17. Provides on-call mental health services for emergencies, 24-hours a day, 7 days a week. MHC may provide services by phone or in person. May choose arrangements for services on behalf of the center.

18. Provides documentation and referrals for students who are recommended for termination from the program.

19. Clearly communicates and consistently models appropriate CSS and employability skills including personal responsibility and computer fluency.

20. Maintains accountability of staff, students, and property, adheres to safety practices in all areas of responsibility.

21. Cultivates and maintains a climate on center that is free of harassment, intimidation and disrespect to provide a safe place for staff and students to work and learn.

22. Performs other duties as assigned.
