The Talent Acquisition Strategy & Transformation Manager partners closely with Talent Acquisition leadership to translate strategic priorities into actionable roadmaps, drive execution of enterprise-wide initiatives, and strengthen accountability across the Talent Acquisition function.

The position creates structure, visibility, and alignment across recruiting operations, workforce initiatives, technology strategies, and transformation efforts.

Operating with a high degree of independence, this role partners closely with Talent Acquisition leaders and enterprise stakeholders to improve recruiting effectiveness, streamline hiring and onboarding processes, advance technology adoption, and ensure strategic initiatives remain on track.

This is a strategic, systems-oriented role that blends business operations, program management, recruitment operations, workforce intelligence, and disciplined execution.

Primary Responsibilities

Talent Acquisition Strategy & Planning
• Partner with the VP of Talent Acquisition to develop and operationalize strategic priorities and long-term Talent Acquisition objectives.
• Translate strategic goals into actionable roadmaps, implementation plans, and measurable outcomes.
• Identify interdependencies, resource requirements, risks, and sequencing recommendations.
• Develop executive-level business cases, decision support materials, and strategic recommendations.
• Support Talent Acquisition initiatives aligned to workforce demand, organizational growth, and enterprise hiring priorities.

Transformation Leadership
• Lead execution of Talent Acquisition transformation initiatives across all value streams.
• Coordinate implementation of strategic priorities focused on:
o Recruitment process optimization
o Candidate and hiring leader experience
o Recruitment technology enablement
o Workforce planning initiatives
o Operational efficiency and scalability
o Automation and AI adoption
o Workforce intelligence capabilities
• Monitor initiative progress and proactively escalate risks, barriers, and resource constraints.
• Ensure strategic initiatives move from concept through execution and adoption.

Governance & Operating Rhythm
• Manage Talent Acquisition governance and operating cadence.
• Facilitate strategic planning sessions, executive reviews, and transformation working sessions.
• Coordinate leadership reviews and quarterly strategic assessments.
• Maintain enterprise visibility into progress, dependencies, decisions, and risks.
• Develop and maintain integrated transformation roadmaps.
• Ensure accountability across initiative owners and project teams.

Recruitment Intelligence & Operational Insights
• Partner with HR, Enterprise Data & Analytics, Finance, and operational leaders to support recruitment reporting and analytics.
• Coordinate development of recruitment dashboards, operational scorecards, and performance measurement frameworks.
• Monitor KPI performance and identify trends related to recruiting effectiveness, hiring outcomes, recruiter capacity, onboarding effectiveness, retention, and Quality of Hire.
• Prepare executive summaries, strategic updates, and operational reviews.
• Support data-driven decision making through actionable recruitment insights and performance reporting.

Cross-Functional Leadership
• Coordinate planning and execution across Talent Acquisition, HR Operations, HRIS, Marketing, Compensation, Workforce Strategy, Finance, Enterprise Data & Analytics, and other key stakeholders.
• Align leaders around priorities, timelines, decisions, and enterprise outcomes.
• Facilitate collaboration and drive execution without direct authority.
• Represent Talent Acquisition in enterprise forums and project teams as appropriate.

Change Leadership & Adoption
• Support implementation and adoption of new technologies, processes, and operating models.
• Develop communication strategies, implementation plans, and stakeholder engagement approaches.
• Coordinate readiness activities for major Talent Acquisition initiatives.
• Ensure leaders and teams are prepared to successfully adopt new capabilities and ways of working. Position Details:

Minium Qualifications

Education: Bachelor's degree in Human Resources, Business Administration, Organizational Development, Project Management, or a related field

Experience:

  • 5+ years of experience in Talent Acquisition operations, HR operations, workforce strategy, business operations, program management, or organizational transformation.
  • Experience leading complex, cross-functional projects or initiatives from planning through implementation.
  •  Experience improving processes and supporting the implementation and adoption of new systems, tools, or ways of working.
  • Experience using recruiting, workforce, or operational data to identify trends, measure progress, and support decision-making.
  • Strong organizational and project management skills, with the ability to manage multiple priorities and work independently.
  • Experience with recruiting technology, reporting tools, automation, or AI-enabled solutions.
  • Demonstrated ability to work with senior operational leaders, facilitate discussions, communicate clearly, and move work forward without direct authority.
