General Summary of Position

MedStar Southern Maryland Hospital Center is looking for an RN Director of Nursing for our Float Pool.  This is a day shift working 5 days per week.

Accountability and responsibility for leadership, direction, and management of nursing resources and capacity management. Leads the day-to-day bed capacity activities of the hospital by assessing and directing the flow of patients from all access avenues through admission, discharge, and transfer. Anticipates and reports trends to Hospital Administration, overseeing patient placement assignments, and serving as the clinical liaison to Nursing Units, Case Management, physician leaders, other providers, and all clinical departments. Oversight for the Nursing Float Pool and Agency personnel within the hospital. These functions are performed in accordance with all applicable laws and regulations and MedStar Health's philosophy, policies, procedures, and standards.

 

Requirements:

* BSN Required

* Active MD or Compact State RN License

* 5-7 Years in critical care nursing leadership experience in a hospital setting required

*  5 years critical care or ED nursing experience at the bedside required


Primary Duties and Responsibilities

  • 1. Directs and oversees the nursing resources/bed capacity/patient flow and throughput functions within the hospital.
  • 2. Organizes, plans, and monitors the work of the nursing resources and capacity management team.
  • Evaluates metrics according to the MedStar Health and hospital policies, procedures, and performance standards.
  • 3. Collaborates with other capacity management leaders at MedStar Health System and across the various entities. Applies knowledge of
  • operational needs and business plans to patient flow criteria to maintain optimum patient safety while meeting patient
  • care needs. Remains informed about and assures that patient flow decisions are made with respect to legal,
  • compliance, and third-party reimbursement criteria.
  • 4. Accomplishes daily real-time bed capacity reconciliation at fixed intervals by direct rounding on patient care units, receipt
  • of information from the units and Capacity Management system to include dirty" beds, "ready" beds, "blocked" beds,
  • potential patient discharges and confirmed discharges.

  • 5. Reconciles active bed needs of the ED patients to be admitted with the PACU & procedural areas. Predicts OR and
  • procedural area bed needs and makes strategic decisions relating to blocking" beds, where appropriate, in anticipation
  • of specific service line needs and preferred unit placement for admitted patients. Provides electronic updates to designated leaders and specific patient care units when appropriate or at fixed intervals, as requested by senior leaders.
  • 6. Collaborates with and regularly communicates to the system capacity management and transfer center (CMTC) team
  • and other system leaders, including physicians, case management, nursing, hospital leadership, and external agency

  • employees to maintain, grow, and develop efficient processes that will facilitate and accelerate throughput and safe
  • patient progression. Participates in meetings and on committees and represents the department and hospital in
  • community outreach efforts.
  • 7. Assumes responsibility for the department-based fiscal planning/financial management, capital, and operational budget-related activities. Engages in ongoing monitoring of the budget, productivity measures, and allocation of resources. Explains variances and implements appropriate action to maintain adherence to budget.
  • 8. Develops plans, organizes, and monitors work processes to ensure customer satisfaction and compliance with
  • regulatory and accreditation standards and hospital policies and procedures. Creates and implements tools to measure
  • staff compliance and customer satisfaction. Investigates documents and ensures final resolution of customer complaints
  • instituting changes to avoid repetitive complaints.
  • 9. Develops, implements, monitors, and evaluates processes and technology to improve service and quality controls and
  • key performance indicators (KPIs) on quality and productivity. Implements improvements after seeking appropriate
  • authorization to initiate required changes.
  • 10. Develops and contributes to the achievement of established department goals and objectives and adheres to
  • department policies, procedures, quality standards, safety standards, and MedStar SPIRIT Values. Complies with
  • governmental and accreditation regulations. Maintains a body of knowledge relative to capacity management and
  • patient throughput. Assures that all organizational services are in accordance with the standards and criteria established
  • by The Joint Commission, Department of Health, and other state, local and federal agencies.
  • 11. Coordinates with designated departments to ensure appropriate patient transfers from within the hospital or other
  • facilities and departments with the timely placement into a bed. Confers with staff and Nursing as well as Hospital
  • Leadership regularly to maintain communication of trends and plans for change.
  • 12. Collaborates with senior Hospital Leadership, system personnel, medical staff, and other clinical departments to determine the most appropriate use of
  • hospital resources and placement of patients with regard to clinical needs and availability of services.
  • 13. Selects, trains, orients, supervises, and assigns direct reports, including Clinical Administrators. Develops standards of
  • performance and evaluates performance of subordinates by regularly conducting performance management reviews.
  • Initiates or recommends counseling and/or corrective action for personnel. Maintains ongoing communication to review
  • resource management and throughput, provide feedback, discuss new developments, and exchange information.
  • Responsible for the daily operations and commitment needs of the Float Pool. Is responsible for subordinate associates including but not limited to interviewing, hiring, orienting/training, monitoring performance, evaluating and as necessary disciplining and terminating.
  • 14. Provides appropriate staffing to the patient reservations and placements, and to act as clinical liaisons with Nursing units and other Clinical Departments. Maintains Staffing and Scheduling System up to date. Manages Staffing Matrices for efficient utilization for staffing
  • nursing units. Meets with Leaders regularly to ensure accuracy of Position Controls. Meets with recruitment monthly to
  • reconcile requisitions. Meets regularly with nursing management to assess current and future staffing needs.
  • 15. Collaborates with nurse executives, human resources, payroll and finance in the planning, implementation and
  • evaluation of changes that impact nursing's ability to meet staffing and scheduling requirements and effectively utilize
  • human resources in a cost-effective manner. Develops and implements appropriate workload performance standards,
  • evaluates performance standards and recommends appropriate productivity improvements and cost reductions.
  • 16. Responsible for validating the needs of agency requested with the Division of Nursing. Responsible for validating
  • payment of all traveler invoices and producing reports that detail hours and dollars by department.

    Minimum Qualifications
    Education

    • Bachelor's degree in Nursing required
    • Master's degree in Nursing or health related field preferred

    Experience

    • 5-7 years progressively more responsible job-related hospital management experience exhibiting strong clinical and customer service skills and the ability to manage/coordinate effectively the work of subordinates. required
    • Bed utilization experience preferred

    Licenses and Certifications

    • RN - Registered Nurse - State Licensure and/or Compact State Licensure in the State of Maryland required
    • CPR - Cardiac Pulmonary Resuscitation (includes BLS and NRP) for healthcare providers from either the American Heart Association (AHA) or American Red Cross within 90 Days required
    • Additional unit/specialty certifications may vary by department or business unit.

    Knowledge, Skills, and Abilities

    • Plans and controls comprehensive, accurate and timely financial management systems to enable nurse executives and clinical staff to successfully achieve budgetary goals, institution cost reduction and cost effective strategies, programs, methods and systems.
    • Administers centralized scheduling and staffing systems that ensures a balanced allocation and deployment of resources across the organization.
    • Manages all expense verification and acts as a liaison between vendors to ensure invoices are paid appropriately. Delegates and supervises work appropriately.
    • High level of problem-solving skills and ability to exercise independent judgment on complex situations.
    • Strong verbal and written communication skills with ability to effectively interact and collaborate with all levels of management, internal departments, external agencies, and MedStar entities (including cross-functional knowledge and savvy)
    • Advanced knowledge of various computer software applications and online learning applications, especially Microsoft PowerPoint, Excel, Word, and online training platforms.


    This position has a hiring range of $118,331 - $230,172
