We are currently seeking a Lead Health Science Policy Analyst with the National Institutes of Health in Bethesda, MD


This is a long-term contract position which offers:

TASKS. The contractor shall:
  1. Create and share products and documents related to preparing and editing official correspondence, related to Freedom of Information Act (FOIA) requests, and other official NIMH documents. 
  2. Ensure NIMH FOIA requirements are fulfilled in a timely and accurate manner. 
  3. Completes all required steps to ensure conformity to DOJ established policies and procedures. 
  4. Ensures all aspects of processing are coordinated with FOIA Team, NIMH staff, other NIH FOIA staff, and requestors within and outside the Federal Government, as needed. 
  5. Provide training on the FOIA program to identified staff in the Science Policy and Evaluation branch, OSPPC/NIMH, as requested. 
  6. Ensure work products and documents are prepared and submitted with minimal errors and within specified deadlines, including allowing adequate time for input from subject matter experts, and review of documents by, and incorporation of feedback from senior SPE staff, the SPE Lead Health Science Policy Analyst, SPE Branch Chief and/or other OSPPC leadership.
  7. Provides technical advice to program staff regarding new policies and procedures.
  8. Performs research of issues pertaining to current policies, regulations and procedures, and prepares issuance to program staff on changes.
  9. Assists with data collection.
  10. Collects and analyzes data.
  11. Analyzes and provides information on current policy issues.
  12. Attends meetings to review and implement discussion items.
  13. Prepares reports, graphs, etc., for use by upper management.
  14. Provides technical expertise needed to independently analyze, develop and implement organizational policies and practices.
  15. Analyzes and consults with upper management regarding current policy issues.
  16. Summarizes data and prepares and reviews reports, graphs, etc., for use by upper management.
  17. Develops new policies that support organizational goals.
  18. Plan, lead, and attends meetings to review and implement discussion items.
  19. Prepares briefing materials and professional packages for upper management, and provides recommendations for improvement.


REQUIREMENTS. The contractor must have:
  1. Bachelor's Degree in Community and Public Health, Public Policy and/or related fields
  2. Excellent analytical, organizational, project management, and time
  3. management skills.
  4. Strong interpersonal skills and the ability to work independently and as part of a team.
  5. Knowledge of FOIA guidelines and exemptions
  6. Experience with Microsoft Office Suite (MS Word, Excel, Outlook, Access, PowerPoint)
