Job Details:General Summary:
Manage and direct payroll tax and garnishment team including distribution of workload relative to processing court orders, lump sum payments, employee tax withholdings, deduction set up and history, audit reports, information requests, personal usage of company vehicles, databases, SOX requirements, and software applications. Prepares analytical reports and correspondence to employees, managers, internal and external partners using Microsoft tools and report writer software. Ensures timely calculations and remittance for tax wires and associated funding for wage assignments and EFT payments. Maintains appropriate timelines and controls for applicable processing of tax and garnishments withholding and payments to ensure compliance with federal, state, and local tax authorities and state specific child support, garnishment, tax levies, student loans, bankruptcies, and credit garnishment orders. Accountable for quarterly balancing reports to ensure accurate W2 and W2c processing. Identifies process improvements and implements them based upon recommendation and management approval. Under general supervision, acts as back up to Senior Manager Payroll Tax and Garnishments.
Duties and Responsibilities:
- Supervises daily workload, prepares and leads training sessions, and mentors' tax and garnishment staff to ensure that all team members maintain compliance with tax and garnishment rules, regulations, and company policies. Ensures balanced, coordinated workload is carried by all team members, reallocating work assignments as needed. Proficient in all team tasks with the ability to take on additional responsibility to manage workload when circumstances require. Manage tax wire calculations and payment remittance forms, completes new tax jurisdiction applications, reports lump sum bonus payments and sustains system updates required by law, maintains EIWO system interface to ensure Child Support orders are set up accurately, executes system set up for electronic funds transfers, and performs research to resolve discrepancies related to tax notices and garnishment inquiries. Professionally interacts with third party vendors, courts, and agencies to provide timely resolution to inquiries.
- Executes essential research related to tax withholding accuracy, garnishment rules and regulations, and performs system testing, reviewing output results to prepare systems for changes when entering new states, establishing new tax jurisdictions, maintaining tax engine updates, researching and correcting error messages associated with payroll tax or garnishment changes, and implementing system updates and upgrades.
- Performs research and data requests to complete audits and legal inquiries while evaluating best practices and training needs to determine short- and long-term goals relative to reducing company expense and implementing best practices. Demonstrates proficiency working with analytical tools, exporting, and uploading data into company systems including database applications, utilizes lookup functions, pivot tables, and charts to summarize data for balancing, statistics, and troubleshooting variances. Audits and reviews exception reports to resolve warnings and error message from company systems, agencies, and legal inquiries.
- Helps maintain SOX compliance, manage caseload, respond to email, phone, and case management inquiries, reconciles, submits accruals and journal entries, and completes special projects as assigned. Collaborates and provides feedback to Senior Manager regarding hiring decisions and performance improvement discussions.
Knowledge, Skills, & Abilities:
- Expert in payroll tax filing requirements, calculation, reporting, and compliance for Federal, State, and Local entities.
- In-depth knowledge of garnishment processing rules and regulations, with the ability to manually calculate garnishments.
- Ability to manually recalculate and audit payroll processing and calculations regarding all aspects of payroll, including pre-tax and after-tax withholding and wage accumulation calculation.
- Proven ability to handle high-volume payroll processing for large companies.
- Effective at managing, motivating, and developing employees, with experience in leading teams and multitasking.
- Strong organizational skills, with a history of meeting deadlines in fast-paced environments.
- Analytical and problem-solving abilities, adept at managing and analyzing large datasets.
- Skilled in data interpretation and decision-making, capable of implementing process improvements.
- Excellent written and verbal communication skills.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiar with payroll software and HRIS systems.
Work Experience &/or Education:
- Bachelor's or associates degree in business or related field preferred. Two to four years of supervisory or team lead experience in a fast-paced, multi-state, environment. Comprehensive understanding and knowledge of payroll, tax, and garnishment laws required. An equivalent combination of education and experience may be substituted.
