JOB SUMMARY
Reporting directly to the Market Executive Medical Director (EMD), the “VP, Executive Medical Director of Operations” collaborates with the Market “VP, Ambulatory Operations.” This collaboration will have joint accountability over Market ambulatory care and operations. Additionally, the position will oversee the creation and sustainability of clinical practice, sustainability of our business, and assurance of optimal, culturally responsive, and high-quality care for our members, all in alignment with the Enterprise strategic goals.
In collaboration with the “VP, Ambulatory Operations”, the position will ensure that clinical operations meet all Market strategic goals related to quality, affordability, experience, equity, and growth. Given that the EMD and Medical Group have responsibility for controlling inappropriate and unnecessary medical costs, managing total cost of care will be a major responsibility for the position. Oversight for quality and effectiveness along the continuum of care, in consultation with clinician advisors, hospitalists and others, will be essential. Leading as One Enterprise is imperative in this work, so coordination with other Markets through the KP Medical Foundation strategic vision will be crucial.
Primary accountability will also include operational effectiveness and facilitation of sharing best practices among service lines, departments, medical centers, practice sites, other care facilities and home care. Other accountabilities include the evaluation and deployment of optimal care delivery models as well as identification, alignment, and execution of evidence-based practices. Specific areas of focus and oversight include care delivery service planning, patient care access, stewardship, network management and quality care initiatives, and digital health. This position is eligible for both an AIP and LTIP.

Strategic Leadership
Planning/Goal Setting:
· Provides oversight where and how care delivery within the Market network occurs in collaboration with HP and PMG.
· Provides leadership in the development and execution of key strategies which differentiate KP from its competitors in the areas of service and clinical experience.
· In partnership with the VP, Ambulatory Operations, this position directs the planning, implementation, and evaluation of new care delivery models in Market in collaboration with the KP Medical Foundation.
· Participates in expanding markets through collaboration with Market and KP Medical Foundation on business line growth strategies.
· Provides clinician and Market perspective for Market labor relations.
· Designs particular medical care programs (e.g., Kaiser Permanente Medical Care Program), as directed by EMD.

· Responsible for ensuring our network partnerships align with our strategy. The EMD-O will collaborate closely with HP to ensure our network's composition supports and advances our strategic objectives.
· EMD-O will take a proactive role in evaluating partnership opportunities, fostering strong relationships across the network, and regularly assessing whether our partnerships are still meeting our strategic needs and ensures the network remains dynamic and fully aligned with where we want to go as an organization.
· Provides leadership and guidance in stewarding the organization through inevitable change which integrates different points of view and builds ownership.
· In partnership with the VP, Ambulatory Operations, this position provides oversight for all ambulatory clinic operations and programs in collaboration with the KP Medical Foundation and Market Leadership Team to drive process and organizational improvement.

Quality of Care:
· Partners with the other Medical Directors and leaders in Quality to ensure high quality of care, and links with them to design and strategically plan operational programs and initiatives to continuously improve our quality of care.

· Accountable with KFHPCO leadership for patient access and overall customer and patient satisfaction with KPCO.
· Responsible for developing exceptional service and ownership culture in all sites.
Finance and Resource Management:
· Manages total cost of care in care delivery as measured by PMPM in collaboration with HP and PMG
· Jointly accountable with the CPMG Senior Executive Team, KFHPCO leadership, and the CPMG Executive Financial Officer for overall financial performance of the CPMG Region.
· Works with senior operations leaders to develop, implement, and prioritize resource management strategies in the care delivery system.
Innovation:
· Serves as a Sponsor or Co-Sponsor with the “VP, Ambulatory Operations” for the following areas: Workforce planning, Care delivery service planning and practice optimization, Clinical IT projects, Digital health, Regional Labor Management Partnership, and Health equity in all populations
· Partners with informatics leadership to leverage our information systems and significantly enhance the practice of medicine of our care teams.
· Supports and seeks new technology, new care delivery models, and new products to push/pull us toward market leading performance.
Staff Engagement and Relationship Management
· Provides leadership/liaison for the Medical Group with KFHPCO in (a) staffing and day-to-day operations, and (b) relationship of CPMG to other KP regions and to Program Office.
· Models and Advocates for inclusion
· Work to create a satisfying and sustainable work environment for clinicians to allow a sense of success in the workplace.
HR Management:
· Partners with the KFHPCO HR Leadership to develop and promote the systems, knowledge base, and leadership development needed to manage and enhance physicians' and clinicians' performance.
· Provides support and advocacy for direct reports and other CPMG leadership to support their efforts in operational change.
Performance Management:
· Holds Medical Directors' and/or Area Medical Directors accountable for leadership/performance.
· Partners with CPMG and KFHP HR to direct and drive difficult physician, clinician and staff performance management issues.
· Completes performance evaluations for Senior Medical Directors, KFHPCO managers, and other direct reports.
· Identifies providers with skills and talents in administration and leadership and develop them. Works with CPMG HR and KPMF to enroll select providers to any/all Leadership Training opportunities.

EDUCATION
REQUIRED
Medical Degree
DESCRIPTION
MD, DO, with experience in a health care business leadership role not including required experience below. Completion of approved residency program.
PREFERRED
MBA, MHA, or MPH – health administration or related field.

Minimum
DESCRIPTION
3-5 years: Recent and progressive management, program, or business development experience.
3-5 years: Experience in clinical program design, development including evaluation of outcomes.
3-5 years clinical care experience
PREFERRED
5-7 years: Progressively responsible management experience in a healthcare environment, including demonstrated success in managing quality, financial resources, identifying and meeting customer requirements, selecting and developing managers, and working effectively with medical staff. Experience with medical staff relations, regulatory agency compliance, group leadership, and organizational services.
