The Supervisor, Integrated Collections Services role is a high-impact leadership opportunity at the heart of the Waste Collection Services Section Leadership Team, where you will steer a cross-union team managing a massive portfolio of nearly 800,000 waste container assets across the City. Your critical mission will directly serve over 290,000 single-unit residences and 3,900+ multi-unit sites, guaranteeing essential customer service for all Edmonton residents. Beyond operational excellence, you will be a strategic driver, directly influencing low and stable Utility Rates and spearheading crucial environmental goals for waste reduction and diversion under the ambitious 25-year Waste Strategy. What will you do?
- Manage and provide direction to a team of 15 members, including two in-scope supervisors and cross-union staff (CUPE Local 30 and CSU 52), while establishing and exemplifying a culture that aligns with the City Operations Vision and Cultural Commitments
- Develop, own, and manage all Container production and maintenance contracts (e.g., metal bins, plastic carts, refurbishment), with a combined value in excess of $100M, ensuring contract best practices and service delivery standards are met
- Exercise independent authority over recruitment, selection, and promotional processes, as well as managing dispute resolution and initiating disciplinary actions, up to and including dismissal proceedings
- Manage all union relationships, comprehending collective agreements, consulting with the union on dispute resolution, and formally responding to grievances brought forward within the work group
- Independently develop and implement comprehensive staff performance development plans, conduct regular performance appraisal reviews, and establish effective succession plans for the unit
- Determine budget requirements, monitor and manage costs, and organize and align all resources (people, equipment, money) to ensure prudent and effective use in the delivery of services
- Actively participate in the development of Section and Unit strategies by identifying trends, opportunities, and risks, and translating this strategy into executable operational plans
- Lead the implementation of continuous improvement strategies, conduct risk and trend analysis, and perform quality assurance activities to measure work quality and ensure the effectiveness of unit systems
- Ensure that all work adheres to City, OH&S, and ENVISO standards and guidelines, and participate in or lead investigations of serious safety incidents
- Act as the subject matter expert for the area, liaise with internal and external partners, and ensure timely response to 311, Council, and citizen concerns to fully integrate service delivery
- Bachelor's Degree or Diploma in Business, Environmental Science, or other related discipline
- Minimum of 5 years of progressively responsible experience in a leadership role within a large, complex unionized environment, combined with a minimum 5 years of experience in managing contracts and 5 years of experience in the waste management field
- Knowledge and experience in public-facing service, managing large operational contracts, collaborating with and managing internal and external service providers, and managing a large inventory of physical assets
Assets:
- Additional certification or coursework/training related to financial management, public administration, change management, or other leadership training would be an asset, as would certification or coursework/training related to contract management, operation management, and/or asset management

- High-level Leadership and Collaboration: Demonstrate high business acumen and strong leadership skills to effectively operate within a collective leadership framework and manage cross-functional collaboration with various operational areas
- Systems Implementation: Proven ability in systems thinking and implementing human, social, technical, and operational systems to drive success
- Operational and Asset Expertise: Deep understanding of logistics and operational systems related to asset management, service, and inventory, including knowledge of contract management processes and best practices.
- Essential Service Focus: Possess strong customer service skills, recognizing the direct impact of the role on delivering an essential service to all residents

Conditions of employment & work environment:
- Up to: 1 permanent full-time position
- Hours of work: 36.9 hours per week, Monday - Friday
- Salary: $108,838.80 - $136,046.09 (Annually)
- This position is eligible for the EDO program (Earned Day Off)
- Valid Alberta Class 5 driver's license (or provincial equivalent)
- Obtaining and maintaining a City Driver's permit
