In this role, you will process complex access to information requests involving multiple City departments, jurisdictions, high-profile third parties, and records of significance, addressing issues under scrutiny by Administration, the Mayor and Council, media, and the public. A comprehensive understanding of Alberta's access and privacy legislation, including the Freedom of Information and Protection of Privacy Act (FOIP Act), the Access to Information Act (ATIA) and the Protection of Privacy Act (PPA) and proficiency at interpreting decisions from the Office of the Information and Privacy Commissioner (OIPC) are essential. You will apply knowledge about the access and privacy world, regulatory developments and internal policy to your work. What will you do?
- Process and manage a significant volume of access requests in accordance with the Acts
- Accountable for the escalation of complex matters to the CAP leadership team
- Review requests and negotiate with the applicant to conclude on an agreed upon scope, or transfer of request to another public body as appropriate
- Consult with City employees and business areas on potential sensitivities in responsive records to inform on decisions regarding disclosure in accordance with the Acts
- Provide support, mentorship and guidance to Corporate Access and Privacy Analysts
- Responsible, on a rotational basis with other Senior Analysts, to cover all duties of the Supervisor, Information Access, including analyzing and assessing the complexity of incoming requests and assigning requests to Analysts, and providing guidance and direction on requests including reviewing decisions made
- Consider the location of responsive records, contact stakeholders within all levels of the City, ensuring that searches are appropriately documented
- Review records, legislation, internal procedures, previous mediation files or Orders with the Office of the Information and Privacy Commissioner (OIPC).Use software to document disclosure decisions in the records, including line by line redactions.
- Prepare fee estimates and make recommendations on fee waiver requests to the delegated Head
- Request time extensions appropriately as is allowable under the Acts
- Consult externally with third parties such as vendors and contractors and other jurisdictions like the provincial government and police services to inform your decision on disclosure
- Draft and prepare briefing notes on requests to the leadership team within the Office of the City Clerk
- Maintain a good working relationship with the OIPC in order to effectively resolve requests for reviews and inquiries
- Perform other related duties as required
