This is an exciting opportunity to join the Development Approvals and Inspections Section, contributing to the safe and well-designed development of our city. In this role, you will be key in inspecting new developments for proper grading installation, investigating grading complaints, enforcing the Drainage Bylaw 18093, and providing essential seasonal leadership.
As a Lot Grading Inspector, you will lead the inspection and compliance process for surface drainage across various property types—residential, commercial, mixed use, and industrial—ensuring adherence to the drainage bylaw and lot grading guidelines. Your expertise will ensure positive drainage is achieved, protecting both private and public property from surface water issues.
What will you do?
- Inspect foundation and swale grading, downspout placement, and other grading features for residential, commercial, mixed use, and industrial developments
- Maintain a caseload of surface drainage complaint investigations and issue formal enforcement documents, including notices, tickets, and order letters
- Lead the seasonal supervision functions, including the recruitment, onboarding, training, and performance management of seasonal inspectors
- Review, modify, and ensure the quality and consistency of work produced by seasonal direct reports
- Utilize systems such as POSSE and ePlan to manage workflow, track non-conforming properties, and meet service level timeliness
- Approve rough and final lot grading, as well as proposed lot grading plans and revisions for various developments
- Act as a qualified Bylaw Enforcement Officer to enforce violations of the Drainage Bylaw and provide supporting evidence for legal defense when required
- Provide detailed technical advice and collaborate with contractors, developers, permit applicants, and community partners to resolve complex drainage issues
- Provide input and support for developing and revising public education tools, guidelines, and documentation
- 2-year diploma in Civil Engineering Technology or a related field
- A minimum of five (5) years' work experience related to lot grading, drainage, engineering surveying, and surface runoff
- Eligible to be recognized as a Certified Engineering Technologist (C.E.T.) with ASET
Assets:
- Experience in a supervisory capacity, including leading performance plans and coaching staff
- Experience in a regulatory enforcement environment
Skills required for success:
- Read and interpret complex project plans including grading, stormwater management, architectural, and survey plans
- Apply civil engineering principles, surveying, grading, slopes, and elevations to render complex decisions
- Interpret legislation, bylaw regulations, and guidelines to make informed enforcement decisions
- Coach, motivate, and guide staff, ensuring compliance with City policies and procedures
- Establish and maintain effective work relationships with developers, contractors, and community partners
- Organize and manage a high volume of competing priorities independently
- Respond effectively to inquiries and negotiate alternative courses of action while upholding regulations
- Operate specialized computer software including POSSE, ePlan, and Google Workspace

Conditions of Employment:
- Valid Alberta Class 5 driver's license (or provincial equivalent). Requirement to arrange own transportation for City business (reimbursed per City policy) and obtain business-use auto insurance
- Hire is dependent on a Criminal Records Check (CRC) satisfactory to the City of Edmonton
- Compliance with safety standards for Personal Protective Equipment (PPE), including steel-toe boots
- Successful candidates must be fit for a respirator; compliance with the City of Edmonton's Code of Practice for Respiratory Protective Equipment is required

- This position may be eligible for a hybrid work arrangement as per the CSU 52 Letter of Understanding
- Role involves both indoor and outdoor settings with exposure to extreme temperatures and inclement weather

Hours of Work: 33.75 hours per week
Salary Range: $44.943 - $56.668 (Hourly); $93,840.98 - $118,322.78 (Annually)
