The City of Edmonton is looking for an energetic and analytical professional to join the Service Support and Implementation (SSI) team. This is an entry-level opportunity to build a career in municipal project management and land use implementation to help shape how our city grows.
Reporting to the Program Lead, you will provide technical and analytical support for the development and implementation of policies and ensure the successful execution of high-priority projects. You will work closely with planners to translate complex regulatory changes, such as the Zoning Bylaw, into clear and functional workflows for staff and the public. You will gain experience and develop skills by conducting research, analyzing data, and assisting with various project tasks that support senior professionals in the planning and development of policies, programs, and bylaw implementation projects.
What will you do?
- Support senior professionals on bylaw, process improvement, and strategic implementation projects including conducting qualitative and quantitative research
- Lead smaller-scale implementation projects from initial research through to post-launch review
- Maintain project schedules, action trackers, and risk logs for complex implementation projects
- Draft high-quality policy, procedural documents, and communications materials including standard operating procedures (SOPs), web content, job aids, newsletters, and FAQs
- Facilitate workshops and meetings with operational staff to document current state workflows and identify service bottlenecks
- Develop and validate future state process maps to improve service efficiency and consistency
- Conduct jurisdictional scans and data research to provide evidence-based recommendations for project leadership
- Organize logistics and prepare materials for training sessions and workshops for internal and external collaborators
- Collaborate with internal and external collaborators to define business problems and validate requirements
- Bachelor's Degree in Urban Planning, Public Administration, or a related field
- Minimum of two (2) years of experience in urban planning, land use planning, project support, project management, data analysis, and reporting
- Note: Candidates with less than two years of relevant experience may be considered for an opportunity concept
Assets:
- Knowledge of planning legislation, regulatory requirements, and City policy, practices, and procedures
- Experience in process improvement or change management
Skills required for success:
- Knowledge and understanding of planning legislation and municipal regulatory requirements
- Proficient in project management principles, including scope definition and timeline management
- Skilled in gathering, interpreting, and analyzing complex data to support decision-making
- Expertise in drafting formal reports, standard operating procedures (SOPs), and presentations
- Highly organized with the expertise to prioritize work and meet rigorous deadlines
- Strong interpersonal skills for building effective relationships with diverse groups and interested parties
- Adaptable and quick to learn in areas such as zoning bylaw enforcement and customer service
- Professionalism and diplomacy when navigating competing interests and sensitive planning issues
- Systems thinking to understand business needs and coordinate effective change management

- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are 33.75 hours. These hours are currently under review and may change at a future time in accordance with the collective agreement
- This role works primarily in an indoor setting and is a public-facing role requiring interaction with diverse individuals
