Job Description  

The Program Development Manager is a one-year, grant-funded position that will work with faculty and administration to develop transparent Prior Learning Assessment procedures, align noncredit training with credit-bearing programs, and increase noncredit/continuing education opportunities. The position directly supports all three focus areas of the Centralia College mission: student success, academic excellence, and supporting community.

Duties and Responsibilities  
  • Audit, analyze, and create standardized procedures of evaluating credit for prior learning from noncredit workforce and professional development offerings, employee-based trainings, military experience, apprenticeships and other applicable learning.
  • Design and revise continuing education offerings to align with credit program competencies while establishing intentional transition points from noncredit courses into credit certificates or degrees.
  • Establish baseline data on prior learning usage and noncredit to credit transitions. Develop metrics to track participation, credit awards, enrollment progression and student success.
  • Collaborate with faculty and workforce stakeholders to create clear alignment from noncredit to credit.
  • Provide training and information sessions regarding credit for prior learning opportunities.
  • Create an institutional credit for prior learning process guide.
  • Create crosswalks between priority noncredit offerings and credit programs.
  • Create a minimum of three continuing education to credit pathway models.

Qualifications  
  • Bachelor's degree in higher education, workforce education, curriculum development, or related field.
  • Community college instruction, workforce programming, or academic administration.
  • Knowledge of credit for prior learning assessment practices, experience with competency mapping and curriculum alignment, strong project management skills.
Preferred Qualifications  
  • Experience with accreditation standards related to credit for prior learning. 
  • Knowledge of Washington state workforce funding structures.
  • Experience developing continuing education or non credit workforce programs.
  • Data analysis experience.
Physical Requirements  
  • Ability to sit for extended periods, operate standard office equipment, use a computer keyboard and monitor for prolonged periods.

Working Conditions

  • Standard indoor office setting; visiting employer sites.

  • Regional travel may be required
Conditions of Employment  

This is a temporary twelve (12) month, full-time administrative exempt position. The salary is $54,000 - $65,000 (DOQ/DOE) annually depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system. 

This position is fully in-person and based on campus. Remote work is not available for this role.

COMPENSATION:

Annual Salary: $54,000 - $65,000 (DOQ/DOE)
