Position Summary  

The Director of Public Safety reports to the Vice President of Administrative Services and is responsible for leading and directing the operations of the college's campus safety, security, and emergency operations. The Public Safety Department is a 24 hour a day, 7 days a week, 365 days a year operation. Included in the Director of Public Safety's scope of work is emergency preparedness, college traffic and parking, crime prevention, security/safety training, and alarm/security systems, access control, and compliance with current laws and regulations including compliance with the Jeanne Clery Act. The Director of Public Safety serves as the college¿s Clery Compliance Officer and is responsible for publishing the Annual Fire Safety and Security Report, collecting and classifying crimes occurring within the institution¿s Clery geography, sending out emergency alerts, and reporting Clery crime statistics to the Department of Education.

The Director of Public Safety provides leadership and oversight for the Department of Public Safety and is responsible for the administration of the Public Safety and Emergency Management programs consistent with Washington State Law, Washington Administrative Code (WAC), and college policies and procedures. The Director of Public Safety is responsible for overseeing the development and implementation of campus emergency planning response and preparedness, activities, training and exercises, program development, and outreach functions to protect college students, employees, and property from any preventable harm or danger. This position oversees and ensures compliance with the fire code as directed by the Bellevue Fire Department. This position also is responsible for the oversight of the parking and traffic operations on campus as well as for access control.  

The Director of Public Safety is responsible for the supervision, training, and performance evaluation of the Public Safety Department. The Public Safety Director develops and tracks budget proposals for their areas of responsibility. They are responsible for the strategic plan for safety and security and receive limited guidance and have a significant degree of latitude for independent action on operations. In the absence of the Vice President for Administrative Services, the Director of Public Safety may serve as the administrator in charge (AIC) for the Administrative Services Division.

Pay, Benefits & Work Schedule  

Position Salary Range: $93,880/year - $136,126/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $104,442/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the Department  

The Bellevue College (BC) Public Safety Department is well-trained and courteous staff provides personal safety, security, crime prevention, preliminary investigations, and other services to the campus community, 24 hours a day, 7 days a week. The Public Safety staff provide non-violent crisis intervention during incidents or confrontational situations. All Public Safety staff are trained in basic CPR and emergency response for major incidents (e.g., Weather Conditions, Earthquake, Medical Emergency, Power Failure, Fire, Evacuation Procedures, Acts of Violence, Hazardous Substances, Bomb Threats, Weapons Use or Threats). The BC Public Safety Department acts as the first responder for all criminal incidents, provides general patrol of campus facilities and property, investigates collisions, manages traffic safety and parking, coordinates emergency preparedness planning, and provides crime prevention programs. The department responds to all reports of fire and/or medical aid, working in support of the Bellevue Fire Department.

Essential Functions  

Supervision and Management    

  • Provide strategic vision and high-level leadership to all operations of the Public Safety Department, establishing a culture of safety, preparedness, and service across campus.
  • Lead budgetary oversight and fiscal planning for the Public Safety Department, aligning resources with long-term departmental and institutional goals.
  • Set standards and guide talent development, overseeing hiring, setting performance standards, coaching, and evaluating staff to foster a skilled and responsive team.
  • Develop and champion the Public Safety Department¿s strategic plan, ensuring alignment with institutional priorities and enhancing campus safety through forward-thinking initiatives.
  • Oversee the creation and execution of a comprehensive training program for Public Safety staff, promoting continuous learning and excellence in safety protocols.
  • Engage campus stakeholders through presentations and communications, sharing updates, insights, and recommendations on Public Safety Department initiatives, issues, and improvements.
  • Champion and enforce college policy and legal compliance at a strategic level, ensuring adherence to local, state, and federal regulations and promoting an ethical and safe campus environment.
  • Ensure alignment and compliance with departmental standard operating protocols, promoting a culture of accountability, consistency, and operational excellence.
  • Foster cross-departmental partnerships to ensure coordinated and proactive security coverage at Bellevue College activities and events.
  • Lead and facilitate the college¿s Incident Command System (ICS) structure, guiding preparedness and response strategies to uphold campus safety and resiliency.
  • Direct and monitor the scheduling and operational readiness of 24/7 campus security, ensuring effective and responsive security coverage for the college community.
  • Promote a secure and resilient campus environment, guiding strategies to protect students, employees, and property from potential harm and preventable risks.
  • Build and maintain strong relationships with local law enforcement and emergency services, fostering collaborative efforts in crime prevention, investigation, and emergency response.
  • Support campus-wide well-being as a member of the Care Team, collaborating with Title IX, Student Conduct, HR, and the DRC to provide proactive support to the college community.
  • Provide high-level oversight of threat assessments to support the Care Team¿s preventive and responsive initiatives.
  • Serve as a strategic contributor to committees such as the Risk Management Committee, Safety Committee, and Security Camera Committee, supporting an integrated approach to campus safety.
  • Direct the maintenance and enhancement of security camera systems and related contracts in coordination with Information Technology and Campus Operations, aligning these systems with evolving campus needs.
  • Provide backup support in the areas of Emergency Operations, Access Control, and Parking Services Management and cross train staff to ensure continuity of operations.

Emergency Operations Management        

  • Provide strategic leadership and high-level oversight to the Public Safety Department¿s emergency operations program, ensuring alignment with institutional goals.
  • Direct the development, implementation, and regular review of emergency plans, policies, and procedures, ensuring that updates and recommendations are communicated to the VP of Administrative Services and other college leaders.
  • Guide and oversee the development and management of Mutual Aid Agreements and Memorandums of Understanding with partner agencies to support emergency planning initiatives.
  • Ensure effective management and coordination of emergency operations programs and training for students, staff, and faculty, including Basic and Advanced Disaster Preparedness, Safety Lead training, CPR/AED/First Aid, and Incident Command System (ICS) training.
  • Oversee the planning, coordination, and execution of regular drills and exercises, such as tabletop, functional, and full-scale exercises, to ensure institutional preparedness for disaster events.
  • Serve as Incident Commander in emergency situations, coordinating response efforts with appropriate departments and external partners.
  • Supervise and evaluate the effectiveness of emergency communication and notification systems, ensuring reliability and compliance with institutional standards.
  • Oversee compliance with fire safety regulations, including managing regular inspections and ensuring certifications are current, in coordination with city regulations and other standards.
  • Provide oversight and strategic guidance on the management and readiness of emergency management equipment to support campus safety operations.

Access Control Management

  • Lead and oversee the development and implementation of policies, procedures, and practices related to campus access control, including key and lock systems, in coordination with campus safety requirements.
  • Supervise and ensure effective operations of the campus lock shop, ensuring maintenance and functionality standards are met.
  • Oversee project planning and inspection processes for building projects and remodels to ensure alignment with access control standards and the lock shop¿s construction requirements.
  • Facilitate cross-departmental collaboration on access control matters, ensuring effective communication with Campus Operations, Public Safety, Food Services, Events, Athletics, Early Learning Center, and student housing.

Parking Services Management

  • Direct and oversee the administration of the Public Safety Department's parking program to ensure compliance with WAC 132H-116 regulations.
  • Supervise compliance efforts with the college's commute trip reduction requirements, coordinating with the Office of Sustainability.
  • Oversee second-level parking appeal adjudications and ensure issuance of final orders in accordance with institutional policies.
  • Provide strategic oversight of the college's parking management system, ensuring the functionality of parking permit financial software, AIMS Mobile Pay for daily visitor parking, and license plate recognition systems.

Other Duties

  • Serve as essential personnel during suspended operations, emergency response, and recovery operations.
  • Serve as administrator in charge for VP of Administrative Services in their absence.
Minimum Qualifications  
  • A Bachelor's degree from an accredited college/university in Criminal Justice, Higher Education Administration, Emergency Management or closely related field.  Experience may be substituted for the education requirement on a year-for-year basis
  • Three (3) years of supervisory experience in public safety, emergency operations, or related field, along with five (5) years of full-time experience in the same areas
  • Demonstrated ability to manage workloads effectively, exercise sound judgement and ethical decision-making, and communicate effectively in both verbal and written forms
  • Demonstrated ability to promote and foster a healthy, inclusive, and collaborative team environment with diverse employees and student/customer groups, along with along with the ability to handle confidential and sensitive materials appropriately
  • Demonstrated experience managing budgets, administering emergency management programs, training programs, emergency notification systems, project/program management, and OSHA compliance requirements
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Must obtain a valid CPR, AED, and First Aid certification within six months of hire,
  • Possess a valid Washington State Driver's License with no disqualifying violations and at least two (2) years of driving experience, and must pass a background check
  • Demonstrated knowledge and experience working with the Jeanne Clery Act
  • Have FEMA Incident Command System certificates for ICS 100, 200, and 700, as well as certificates for ICS 300 and 400, must be obtained prior to employment
Preferred Qualifications  
  • A Master's degree from an accredited college/university in Criminal Justice, Higher Education Administration, Emergency Management or closely related field.  Experience may be substituted for the education requirement on a year-for-year basis
  • Experience in a collective bargaining environment or with a unionized workforce, along with a background in developing strategic plans and working in emergency preparedness or public safety roles within an institution of higher education
  • Knowledge of laws applicable to higher education, including but not limited to FERPA, ADA, and Title IX
  • Experience in developing, managing, and/or facilitating tabletop, functional or full-scale exercises
  • Certified Emergency Manager (CEM®) or Associate Emergency Manager (AEM®) designation of the International Association of Emergency Managers  (IAEM)
