General Description of WorkWhatcom Community College invites applications for the Fiscal Specialist 2 (Class Code 151F) position. The Fiscal Specialist 2 position supports the members of Whatcom Community College by focusing on accounts payable, accounts receivable, and related fiscal activity in the College's Business Office. This recruitment is open to ALL qualified applicants and this position reports directly to the Assistant Director for Fiscal Operations.
ResponsibilitiesAccounts Payable:
- Performs work functions related to processing payments throughout the entire payables cycle.
- Ensures purchasing authorities and approvals are in place prior to initiating procurement.
- Processes purchase requisitions and related receiving documents.
- Creates purchase orders in alignment with procurement policies and requirements.
- Processes travel expense reimbursement requests, ensuring compliance with state and institutional regulations and procedures.
- Maintains purchasing records.
- Reviews and allocates purchases to proper budgets and expense categories.
- Ensures compliance with departmental, institutional and/or granting agency policies, rules and regulations.
- Follows applicable fiscal guidelines, regulations, principles and standards.
- Monitors and reconciles petty cash accounts.
- Uses computer hardware and software to fully satisfy work assignments.
- Provides customer service to internal and external customers.
- Assists in the development of fiscal procedures.
- Performs other duties of a similar nature and skill set as assigned.
Accounts Receivable:
- Prepares, audits, verifies and processes third party sponsorship for tuition, fees, books, etc.
- Processes invoices for facility rentals and other miscellaneous charges.
- Processes, verifies, and balances payments.
- Creates and maintains related reports.
- Prepares daily bank deposits.
- Follows up with outstanding receivables, communicating and documenting interactions.
- Performs work functions related to accounting, financial reporting, and other fiscal review and analysis.
- Follows applicable fiscal guidelines, regulations, principles, and standards.
- Uses computer hardware and software to produce timely and accurate work projects that satisfy the demands of assignments.
- Provides customer service to internal and external customers, listening attentively, identifying issues, providing options in order to fulfill services, and/or exercising knowledge of laws and regulations to assist others and/or resolve complaints or conflicts.
- Assists in the development of fiscal procedures.
- Performs other duties of a similar nature and skill set as assigned.
Minimum Qualifications:
- Associate degree from an accredited institution or equivalent experience.
- Two years of accounting/bookkeeping experience in an office environment.
- Proficient in accounting software.
- Excellent customer service skills.
- Demonstrated ability to be detail oriented.
- Or in place of the above, a combination of education and experience that provides the candidate with the knowledge, skills and abilities to perform the responsibilities of the position will be considered.

- Bachelor's degree.

Salary:
- This is a full-time, classified, WFSE (Washington Federation of State Employees) represented position. Salary is Range 43, starting at Step A, $3,840.00 per month with periodic increments to $5,011.00 per month.
Benefits Package:
- The position comes with a full benefit package, including health, dental, life, long-term disability insurance and a retirement plan.
- Accrues 8 hours per month of sick leave and 11.33 hours per month vacation leave with periodic vacation accrual increases based on longevity.
- 11 paid holidays annually.
- 1 personal holiday annually after 4 months of continuous employment.
- 3 personal leave days annually after 4 months of continuous employment.
