Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as a Program Specialist with the Aging and Disability Services. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Services and programs reach a diverse population of Arizonans.

Under direction, you provide oversight for your assigned program and undertake a broad range of functions and responsibilities. You develop and provide training and public outreach on Medicare and related topics to statewide partners and community stakeholders. You research best practices, monitor performance data, and provide overall guidance to providers who serve clients. You track and analyze complex data in preparing a variety of reports. You review all applicable statutes, regulations, and policies to maintain a comprehensive working knowledge of the program. You develop, propose, write, implement program policies and procedures, and create manuals. May attend out-of-state conferences. In-state travel is required.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

● Develop, coordinate, and provide statewide training on Medicare and related topics. Provide public outreach presentations to program stakeholders and coordinate public outreach with the outreach team and public information office to prepare educational and informational materials and perform outreach activities related to assigned programs
● Provide technical, policy, and regulatory guidance and direction to statewide contractors administering the assigned programs.
● Track and analyze complex data and prepare a variety of reports. Develop and maintain annual reports and data analysis of assigned programs. Responsible for meeting program goals and objectives on schedule. Compile and tabulate statewide data.
● Participate in various committees or community groups, and meetings, attend in-state and out-of-state conferences and training sessions.
● Monitor contractor/provider performance against contract and federal requirements and prepare reports and guidance based on results, including regular monitoring of program activities, revenue, encumbrances, and expenditures to ensure fiscal compliance and efficiency.
● Interpret and apply federal, state, and local laws, regulations, and codes in all aspects of work activities. In coordination with the policy unit, develop, propose, write, implement, and update program policy and procedures, reports, and administrative operating procedures. Confer with other agency personnel in order to plan and carry out joint actions or activities to achieve work system objectives.
● Provide direct assistance to beneficiaries or their caregivers, with Medicare questions or issues, as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
● Understanding of Medicare and issues and related topics
● Principles of policy formation, analysis and evaluations, service delivery practices, and needs of the clientele.
● Developing training material and making presentations

Skill in:
● Oral & written communication (including public speaking and creating formal presentations)
● Compiling, analyzing and interpreting programmatic data
● Problem-solving techniques
● Using a variety of computer software packages (Excel, Word, Google)

Ability to:
● Develop, test, and implement changes essential for continuous improvement
● Conduct research and analysis of facts and propose appropriate solutions
● Write clear, concise, and accurate reports and documents
● Organize and manage a complex and varied workload.

Selective Preference(s):

The ideal candidate for this position will have:

● Bachelor's degree in Public or Business Administration, Engineering, Economics, Gerontology, Social Work, or related field and 1 year of experience in project coordination (e.g., writing policy/procedure, managing the day-to-day operations/activities of a project, tracking projects, preparing and making formal presentations to partners, management, entities, etc.) or public policy development.

Pre-Employment Requirements:

• In-state travel is required. Driver's License Requirements Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
