As an IFMS Operations Manager, you will help this company in its commitment to serving others by partnering with Field Operations, Field Finance, and Treasury to oversee the administration of the IFMS (Individual Funds management System) for CSS.  The IFMS Manager will be the Subject Matter Expert (SME) for the Operating Group and will guide, train, and troubleshoot issues in the field.  In addition, the manager identifies process efficiencies, recommend improvements, and implement corrective actions for process improvement. The manager also works with each of the groups' directors to oversee and coordinate the groups' internal controls.  This includes change management oversight to ensure compliance with key controls.


  • Act as key business partner to Operations, Field Finance, Treasury, and National Datacare (vendor)
    • Policies & Procedures – provide training and oversight of policies and procedures to state leads
      • Ensure adherence to policies & procedures
    • Develop operating standards/models for states to use when using the IFMS system
    • Ensure proper segregation of duties between various functions utilizing the IFMS system
    • Serve as Implementation Manager for any new acquisitions within CSS
  • System administration for IFMS
    • Provision new users within the application
    • Act as Business Owner for Easy Vista provisioning
    • Coordinate with the field to maintain contact lists for various Users including USBank
      • Authorized Employees
      • Authorized for Adjustment Account lists
      • Phone contact lists
    • Receive quarterly user access reports and distribute to state leads for review and approval
    • Routine system maintenance and troubleshooting
      • Resetting User passwords
      • Resolving issues with cardholder information, balances, and transactions
      • Review Security Groups to ensure monitor the addition of groups
  • Manage business improvements
    • Solicit feedback from field users and others on ways to improve efficiencies and process improvements
    • Provides recommendations to senior management on improvements
  • Vendor Management
    • Work with vendor on system issues
    • Provide input to vendor on system enhancements
  • Quality Assurance
    • Perform quality review checks in the field to ensure proper processes are being followed; take corrective action where required
    • Verify that all CCA payments match to Treasury/SSC Reporting
  • Reporting
    • Distribute weekly balance report to state leads
    • Distribute User Listings to the state leads
    • Process and review the following corporate reports and take appropriate actions based on findings:
      • ACH Fraud Report
      • Disbursements vs. Offsets Multi
      • Negative Balance Accounts Report
      • Resident Balances Report
      • Z Score Report
    • Review the following US Bank Reports and take appropriate actions based on findings:
      • Cardholder Information Exception Report
      • Cardholder ID Verification Report
      • Funding Reject Report
      • Account Reconciliation Report


  • Bachelor's degree in Finance or Accounting preferred
  • 5 – 7  years high level financial analysis experience preferred
  • Strategic planning and business development experience, including RFPs is preferred
    • Broad knowledge of desktop computer applications required
    • Advanced Excel user required
    • Strong analytical skills including drawing conclusions and making recommendations
    • Solid interpersonal skills to collaborate on problem solving
    • Ability to deliver presentations and partner with various levels of management
    • Project management skills 
  • Travel as needed
