Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Power System Expert—Infrastructure to implement activities focused on power system recovery, operation, and development planning for Ukrainian transmission and distribution system operators (TSO and DSOs), generation companies, and other beneficiaries to enhance system performance, reliability, and resilience. The expert will also support the growth of sustainable distributed energy resources, including the integration of smart grid solutions. The position will report to the Deputy Electricity Lead—Infrastructure. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office. Occasional travel around Ukraine may be required.
Position Responsibilities
- Build and maintain effective coordination and cooperation with TSO, DSOs, power generation companies, alternative energy and energy storage operators, international donors, private sector partners, and academic institutions in relation to Ukrainian power system recovery and development
Implement technical activities on electricity infrastructure recovery and development, and support modeling (technical and economic), analysis, and planning
Lead development of the resource adequacy assessment as well as transmission and distribution network development plans; coordinate internal and external technical teams; review results and draft reports and presentations
Collect input data and develop scenarios to support the technical and economic modeling teams in power system analysis and development planning
Build capacity among the TSO and DSOs by providing expertise in network planning, operation, and integration of smart grid solutions, ensuring compliance with global standards
Conduct technical studies to support the development of distributed energy resources, including renewables and microgrid implementation projects
Help develop and evaluate technical designs, reports, and pre-feasibility and feasibility studies, and review those prepared by subcontractors
Provide technical input on the regulatory frameworks that govern grid operations and system planning
Help assess needs for materials and power equipment to restore damaged power system infrastructure
Monitor the implementation of technical projects and provide feedback to ensure alignment with project objectives and beneficiary expectations
Provide inputs for the preparation of progress reports, presentations, and other documentation for stakeholders and project beneficiaries
Perform other duties as assigned to support the successful implementation of the project
Required Qualifications
Bachelor's degree in electrical engineering, energy management, technical science, or other relevant field
Minimum six years of relevant experience in the electric energy sector
Strong knowledge of the electricity sector from generation to distribution, both technical and economic aspects
Good understanding of the transmission and distribution grid codes
Project management skills, including short- and long-term work planning and coordination of team members, external consultants, and subcontractors
Ability to prepare high-quality technical reports and presentations for diverse audiences; experience preparing pre- or feasibility studies will be an advantage
Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively
Fluency in Ukrainian and full proficiency in English
Proficiency in the MS Suite: Word, Excel, PowerPoint
Preferred but Not Required Qualifications
Experience on donor-funded international projects or U.S. government-funded projects specializing in power system or electricity market development
Experience with power system modeling software (DIgSILENT PowerFactory, PLEXOS, Dakar)
Additional certifications or training in smart grid technologies, renewable energy integration, or energy storage systems will be an advantage

Physical Demands and Work Environment:
This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
