The Opportunity:

Tetra Tech is adding a Pavement Manager Engineer to our Asset Management team based in Edmonton or Calgary, Alberta.

The successful candidate will ensure data integrity, perform advanced network analyses, and deliver actionable pavement management insights, while helping strengthen and expand Tetra Tech's RoadMatrix™ client relationships.

This position is ideal for an engineer with strong analytical and technical skills who thrives in data-driven environments and is passionate about optimizing infrastructure performance through evidence-based asset management.

Your Role:

  • Configure and maintain RoadMatrix™ SQL databases, including section setup, parameter management, and GIS integration with Esri platforms.
  • Prepare, transform, and load performance datasets using official RoadMatrix™ templates (e.g., NEW_SECT, SECT_ATTR, FWD, DISTRESS, and ROUGHNESS).
  • Manage data accuracy and quality through verification, QC checks, and documentation of all data transformations.
  • Apply and interpret condition indices (RCI, VCI/SDI, SAI, PQI) to evaluate surface, structural, and ride quality performance.
  • Configure and validate deterioration models, curve sets, and trigger settings to forecast pavement performance and remaining service life.
  • Implement Maintenance & Rehabilitation (M&R) analyses using decision trees, treatment benefits, and cost-effectiveness models.
  • Develop and assess budget and life-cycle cost analysis (LCCA) scenarios, comparing service level targets, deficiencies, and network performance outcomes.
  • Operate extended RoadMatrix™ modules, including Assets, Program, Work, and Sidewalk, to manage asset inventories, completed works, and future programs.
  • Generate and interpret maps, reports, and charts illustrating PQI trends, budget impacts, and rehabilitation priorities.
  • Communicate results clearly in both technical and non-technical terms, supporting client presentations and long-term asset management strategies.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
    Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

     


    Qualifications:

  • Education: Bachelor's degree in Civil Engineering or a related discipline (Pavement, Transportation, or Infrastructure Management focus preferred).
  • 3–6 years of experience in pavement management, asset management, or transportation infrastructure analytics.
  • Proven experience with RoadMatrix™ PMS, including data loading, modeling, and reporting.
  • Strong understanding of pavement condition data (IRI, distress, FWD) and performance modeling principles.
  • Proficiency in Microsoft Excel, SQL databases, and GIS platforms (Esri ArcMap/ArcGIS Online).
  • Working knowledge of life-cycle cost analysis, rehabilitation programming, and benefit–cost prioritization.
  • Excellent analytical, documentation, and communication skills with a focus on quality and consistency.
  • Experience with data collection technologies (LCMS, FWD, or GPR) would be considered an asset.
  • Familiarity with municipal or provincial asset management frameworks would be considered an asset.
  • Exposure to Cartegraph, or similar systems would be considered an asset.
  • Registration or eligibility for P.Eng. / E.I.T. would be considered an asset.
