SAIC is seeking a Senior Spacecraft Test Conductor on the OMES II contract in support of the integration and test campaign of the Restore-L program in the Satellite Servicing Projects Division (SSPD) at NASA Goddard Space Flight Center. This position is located in Greenbelt, MD with frequent extended travel to Palo Alto, CA. Employees local to Palo Alto, CA with frequent travel to Greenbelt, MD will also be considered.

The Restore-L mission is a Goddard Space Flight Center (GSFC) Satellite Servicing Project Division (SSPD) managed mission. Restore-L is a robotic servicing mission designed to refuel a Low Earth Orbit (LEO) satellite. It contains 3 elements: the Flight Element comprised of the Restore-L Servicing Vehicle (RSV) and development testbeds, the Ground Element comprised of the systems required to conduct RSV operations and the supporting networks and facilities, and the Launch Element comprised of the Launch Vehicle and supporting facilities and services. The SSPD is responsible for the design, engineering, development, test and operations of the Restore-L Mission through an integrated team at GSFC. The Servicing Payload design, development and RSV integration will be conducted at GSFC.

JOB DESCRIPTION:
The engineer will provide test conductor support and leadership for the Restore-L Integration and Test subsystem. The Restore-L I&T subsystem performs the integration and test of all Restore-L hardware including the servicing payload and spacecraft bus. The Restore-L mission is seeking a test conductor to support the Restore-L spacecraft bus assembly, integration, and test (AI&T) activities at the spacecraft manufacturer facility and at the GSFC facility upon delivery.

Job duties include:
• Serve as GSFC team's primary point of contact for understanding how to operate and test the spacecraft
• Primary interface for GSFC test conductor team to spacecraft manufacturer
• Lead effort to translate spacecraft bus language to NASA standard languages
• Serve as a senior test conductor on the Restore-L test conductor team, providing expert advice and oversight of other test conductors
• Embedded in spacecraft bus manufacturer's processes at the Palo Alto, CA facility
• Disseminate knowledge of spacecraft testing processes to GSFC team
• Develops working knowledge of bus telemetry and command (T&C) system
• Follows delivery of spacecraft to GSFC facility and Restore-L I&T through launch
• Provide expert advice and support during the entire life cycle of test development
• Assess complex issues and recommend resolution to the team and management; implement resolutions
• Develop the technical, operational, and functional requirements in accordance with interface control documentation and mission concept of operations
• Present status, issues, and risk to internal and external management
• Ensure that the quality, accuracy, and integrity of the I&T technical documentation, reports, and deliverables comply with NASA and Restore-L standards, project plans, and policies
• Write and review testing procedures
• Plan test campaigns and write/review test scripts
• Write/review work order documentation for test activities
• Support, oversee, and execute test activities, including operating the test console, if needed, during testing
• Work in lab and cleanroom facilities with hardware, ground support equipment, and test equipment
• Frequent travel to spacecraft manufacturer facility in Palo Alto, CA

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

• Bachelor's degree in engineering, or closely related field with

18+ years of related experience
• Strong experience with hardware integration and test, system
verification and validation, and systems engineering at NASA
or in aerospace
• Strong experience in testing and writing automated tests, test
development, managing test runs, tracking test results,
troubleshooting, and measuring progress
• Strong experience as a test conductor and leading test conductor efforts
• Experience with NASA test environments and languages
• Experience troubleshooting complex systems using various types of test equipment
• Experience in executing tests, including functional testing (front-end, back-end, and performance testing)
• Experienced at authoring and maintaining project documentation
• Experience leading a team
• Experience in system integration and test of spacecraft or flight instruments
• Knowledge of or experience with System Test & Operations Language (STOL)
• Knowledge of or experience with Advanced Spacecraft Integration & System Test (ASIST) software
• Strong proficiency in resolving technical and schedule issues in order to ensure that deliverables are met on schedule
• Proficiency in advising management, inside and/or outside own organization, on system architecture, technical results, or risks
• Experience generating and overseeing development of telemetry and command graphical user interface pages
• Ability to work remotely for extended periods with only limited direction

Desired Qualifications

DESIRED EXPERIENCE:
• Extensive understanding and application of standard principles, theories, concepts and techniques in aerospace systems
engineering
• Experience handling and testing engineering units and flight hardware
• Proficiency in exercising discretion and independent judgment in evaluating potential approaches and solutions to critical
problems and determining appropriate resolutions
• Proficiency in approving deviations from established policies and procedures
• Experience with NASA mission life cycle and review cycle (design reviews, requirements reviews, integration reviews, trade
studies, etc.)
