Senior Regulatory Analyst
This is an opportunity for a Senior Regulatory Analyst, who will serve as an analyst, advocate and networker in this high impact, highly visible, very influential role that will further PGE's work to advance decarbonization.
In this role, you'll use your analytical and advocacy skills to work both internally with PGE strategy and operational teams and externally with the Public Utility Commission staff and stakeholders, obtain regulatory approval of PGE plans for transportation electrification, distribution system planning, flexible load planning and other strategic endeavors.
As an advocate for PGE at the Public Utility Commission in contested matters, you will work with multiple external stakeholders that have alternative (often adverse) policy goals and competing analyses. You'll provide testimony, comments, data request responses and negotiating to settlements acceptable to the company. Relationship development with external stakeholders, PUC Staff and internal teams is key to the success of this work.
We're looking for someone who is a great relationship developer, networker and connector: providing internal consulting to other departments on strategy and tactics, developing and maintaining relationships with regulators related to regulatory filings, informing and executing regulatory strategy. As part of the PGE team, you'll provide internal consulting on regulatory strategy and impacts on business matters and act as a resource for colleagues with less experience. It is also important that the analyst in this role identifies connections and relationships between regulatory matters, as well as potential business and operational impacts, to ensure consistency in communications and capture synergies in coordinated approaches.
Regulatory Analyses Applies overall understanding of the company's business operations to contribute to the company's regulatory approach and prepare regulatory filings; independently writes comments and testimony and develops exhibits, work papers and/or other documentation for regulatory proceedings; leads other analysts and provides management with technical expertise, analyses and recommended approaches in specialty area or on more complex issues
Internal Consulting Formulates alternative solutions to complex business/regulatory problems that address requirements and advance the company's regulatory objectives, including impacts on earnings and customer relations; advises senior management
Regulatory Strategy Contributes to the development of regulatory strategy; provides support and consultation to other departments and senior management to ensure that regulatory concepts, constraints and opportunities are understood and considered; conducts economic analysis and testimony drafting, including work papers; may serve as a company witness
Compliance May provides guidance to tariff analysts, responsible for tariff or compliance filings.
External Interaction Drafts responses to complex data requests; represents the department and company with customers, stakeholders and regulatory staff and the Commission on a range of issues; advocates company interests, negotiates for the company and presents company proposals; cultivates and maintains professional relationships with regulatory staff and stakeholders
This position requires a bachelor's degree in economics, public policy, business or related field or equivalent experience; A master's degree or JD is a plus.
