Responsibilities

Noblis ESI is at the fore front providing our government innovative intelligence collection and large data fusion capabilities to meet worldwide warfighter information needs. What if you could use your multiple intelligence discipline (emphasis on COMINT) knowledge and experience to provide technical guidance on national and tactical reconnaissance collection systems and supporting ground station operations to aid the Government in developing enhanced capabilities/products to consumers. Combining your understanding of the operational environment, technical knowledge of intelligence systems and attention to detail. 

 

Job Duties/Responsibilities include:

  • Support acquisition efforts including engineering tests, systems capability analyses, verification, and performance assessment functions.
  • Prepare written documents or briefings relating to the operational nature technical capabilities of the national and tactical systems.
  • Attend, on occasion, tactical user, DOD or IC meetings and forums and may be needed to provide information or briefings to the community.
  • Serve as the technical expert in their assigned project.
  • Other responsibilities include administrative and technical support to the Government leadership team; external mission partner and other DoD/IC customer coordination

Qualifications

-Bachelor's degree and 5 years of related work experience to include:

-Minimum of 5 years of project management, systems engineering, or architecture experience in industry or DOD/IC with SIGINT systems

-5 years of experience with DoD SIGINT operational environments, mission management, or collection management

-5 years Project Management and Acquisition experience with emphasis on IC and DoD acquisition processes and procedures

-Detailed knowledge of SIGINT systems

-Overall space, aerial and ground architecture familiarity

-Extensive familiarity with NSA policies regarding SIGINT
-Compliance, Information Assurance, and IC Directive (ICD) and DoD security compliance, and system accreditation.

-Experience with adapting to real-time mission and responding flexibly and dynamically to ad hoc requests

-Experience with managing DoD and/or IC engineering development projects/programs

-Expertise in mission technical capabilities and system performance analysis and assessment

-Track and respond to office tasking, build and present program briefings, and update project schedules and calendars

-Familiarity with project management, scheduling, requirements, and program office functions

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment

-Must be able to demonstrate excellent relationship building and management skills

-Must be able to travel

 

-Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

Desired

-Master's degree

-Bachelor's in business, Science, Technology, Engineering, or Mathematics

-Knowledge of SIGINT collection and processing, computer protocols, and communications technologies

-Knowledge of multiple analysis and collection tools and processes

-Knowledge of client requirements and oversight policies

-Ability to display ingenuity, resourcefulness, and application of highly advanced technologies, scientific principles, theories, and concepts

-Ability to leverage existing applications or methods and provide input into the development of new applications that improve products or methods

-Understanding of DoD and IC overall collection tactics, techniques, and procedures including CONOPS and architectures

-Advanced skills in writing, reviewing, and editing of technical reports, statements of work, white papers, and other technical and programmatic documents

-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians, and military officers

-Ability to build and present technical briefings and reports

-Minimum of 6 years of project management, systems engineering, or architecture experience in industry or DOD/IC with SIGINT systems
