Qualifications
The preferred candidate has experience in NIWC Pacific NIEF operations and must possess a solid foundation of knowledge and be proficient in the procurement process, as well as an understand the Federal Acquisition Regulation (FAR). The Senior Material Specialist should also possess outstanding written and verbal communication skills and be extremely organized. Basic qualifications for this position are listed below.
Required Skills:
Bachelor's degree and 6+ years of related experience OR a high school diploma AND a minimum of "11" years of related experience
Extensive Knowledge of MS Office applications (Microsoft, PowerPoint, Excel)
Able to coordinate, develop and produce a wide range of procurement documentation
Able to manage procurement workloads with a minimal amount of direct supervision
Able to multi-task and support concurrent requirements for multiple internal and external customers
Able to manage time and prioritize workload, and work under firm and quick turnaround deadlines
Excellent customer service, communication skills, and negotiation skills
Should possess outstanding written and verbal communication skills and be extremely organized
Working knowledge of database, spreadsheet programs, and integrated software application
U.S. citizenship required
Candidate must possess a Secret clearance or the ability to obtain one
Required Experience:
Experience in Configuration Control tools
Experience in ERP processes and tools
Experience in material ordering, tracking and billing
Experience procuring Electronic parts and components including OEM (servers, routers, monitors, etc.); Consumable (cables, metal, screws, etc.); Assemblies (Racks – Slides, containers, isolaters, etc.); and Leases (vehicle, equipment, etc.) in a CPSR approved environment
Experience working in the Costpoint Materials Management and Purchasing Modules

Noblis MSD is seeking a senior material and Procurement Specialist to join our team to perform material procurements, purchasing, tracking and inventory management for complex systems, components and parts.
Responsibilities will include, but are not limited to:
- Sourcing and procuring high value electronic commodities including OEM (servers, routers, monitors, etc); Consumable (cables, metal, screws, etc); Assemblies (Racks – Slides, containers, isolaters, etc); and fabrication components.
- Must be proficient in DoD operations and vendors for sourcing and procurement process, including but not limited to price analysis, negotiations, policies, and procedures, including the Federal Acquisition Regulation (FAR) including Counterfeit Parts and Buy American compliance.
- Ability to work with vendors, negotiate pricing, evaluate components in coordination with corporate procurement and government leads. Must be develop, track, and evaluate high dollar and very complex procurement packages.
- Must be experience in utilizing NIWC Pacific procurement and tracking tools including, configuration parts list, enterprise resource planning and commercial ordering tools. Must be proficient in the imitations of RFQs and Proposals and receive same, analyze proposed pricing from potential suppliers.
- Must coordinate with government and contractor staff including, production, quality assurance, engineers, and schedulers in the development of parts lists, design and delivery of OEM or manufactured components. of quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules.
- Work with internal customers to ensure specifications are appropriate for the services or products required.
- Identify opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations
- Manage performance of purchase orders, ensure compliance with all public law requirements as well as company (and business) policies and procedures and import/export regulations
- Interface and collaborate with Programs on technical, schedule and cost objectives
- Plan schedule and arrange activities to accomplish objective
