Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

This role provides program management support in the DHS Science and Technology Directorate, as part of a multidisciplinary team of high-performance professionals tackling the client's most vexing technical and technological challenges, and developing solutions to meet the next homeland security threats.

  • Synthesizing data and information from disparate sources to develop effective (oral and written) communications
  • Monitoring interagency communications, including operational security reviews of startup companies, Memoranda of Agreement, work product of startup companies and budget through appropriate systems

  • Ensuring that work programs address validated and prioritized needs, documenting specific end user operational and technical requirements,

  • Developing comprehensive value statements

  • Facilitating agency participation in work program execution and technical reviews, planning and conducting technical support for relevant pilot or other test and evaluation events, and evaluate work program deliverables against identified requirements

  • Assisting with identifying, monitoring, reducing, and remediating technical, financial, and programmatic risks to ensure work programs remain on schedule

  • Recommending and advising on program development and administration, to include improvements and optimization, through review of project materials and discussion with the customer, as necessary

  • Preparing internal and external program/project documents, including project management documentation for shared project sites, and correspondence in consultation with the customer, as necessary

  • Preparing draft project-related programmatic and technical slide presentations, white papers, and other documentation to support project meetings, technical reviews, and presentations to senior leadership, as required

  • Participating in program and technical meetings, as required, and provide meeting minutes to the customer two business days after the meeting per direction (attendees list, relevant discussion items and action items)

  • Identifying and recommending potential metrics to track in order to demonstrate program trends and status

  • Assisting with preparation, routing and archiving of procurement requisition documents as well as all program and technical related documentation for performers and projects

  • Maintaining organized and logical files for all necessary program documentation, including electronic and hard copy

  • Monitoring performance against technical goals

  • Performing data verification and validation

  • Ensuring quality assurance/quality control

  • Assessing the efficacy, safety, lifecycle costs of proposed or realized solutions

  • Developing technical and programmatic status reports, PowerPoint briefings, and read-ahead material

  • Drafting budget write-ups

  • Organizing/coordinating/attending meetings, discussions, and seminars

  • Communicating findings to technical and non-technical audiences, as needed

  • Assisting the customer with Sensitive Compartmented Information Facility (SCIF) support, including collecting and analyzing information important to the effort, and guarding against leaked or premature information disclosure
