-Bachelor's degree in Business, Science, Technology, Engineering, or Mathematics

-A minimum of 8 years of experience in project management, systems engineering, or architecture experience in industry or DOD/IC

-Ability to facilitate commonality within ground systems mission areas by defining, architecting, and integrating a multi-sensor satellite system with specific knowledge of SIGINT, MASINT, Multi-INT, OPIR, command and control, mission planning, satellite subsystems, space to ground interfaces, or ground to space functions

-Experience in ground site surveys, equipment installation, and installation and test of ground hardware and software

-Experience in information assurance and compliance for ground systems to include Risk Management Framework (RMF) and Compliance and Data Protections plans (CDP&P)

-Possess strong project management discipline in one or more of the following focus areas: architecture and requirements development, readiness, IV&V, transition to operations, launch coordination, risk management, configuration management, anomaly resolution, technology planning and insertion, and performance assessment

-Detailed knowledge of SIGINT systems and overall space and ground architecture

-Track and respond to office tasking, build and present program briefings, and update project schedules and calendars

-Familiarity with project management, scheduling, requirements, and program office functions

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment

-Must be able to demonstrate excellent relationship building and management skills

-Must be able to travel

-Minimum of 4 years' experience working with the DoD and the IC

-Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph



-Master's in Business, Science, Technology, Engineering, or Mathematics

-Understanding of DoD and IC overall collection tactics, techniques, and procedures including CONOPS and architectures

-Expertise in mission technical capabilities and system performance analysis and assessment

-Experience with mission planning and command & control segment SW/HW systems

-Working knowledge in SAFe agile or similar agile processes 

-Working knowledge JIRA and Confluence 

-Advanced skills in writing, reviewing, and editing of technical reports, statements of work, white papers, and other technical and programmatic documents

-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians, and military officers

-Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, Multi-INT, OPIR, satellite subsystems, or satellite command and control 





Noblis ESI is seeking a Ground Segment Engineer for their Chantilly location to provide: 

-The Ground Segment Engineer will serve as program support to the government Program Manager (PM) with responsibility for acquisition and technical knowledge of the assigned groups and programs/projects
-Manage daily tasks for a team of technical project management SETA personnel

-Advise the government on all technical aspects associated with all ground segment functions including external interfaces, space to ground interfaces, mission planning, mission data processing, system testing support, problem resolution, sustainment, acquisition strategy development and execution which support complex space systems

-Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule

-Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support 

-Other responsibilities include administrative and technical support to the Government leadership team; and internal cross tower, external mission partner, and other DoD/IC customer coordination


-Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph
