Qualifications

Required:

 

-BS degree in Business, Science, Technology, Engineering, or Mathematics

-Minimum of 8 years of project management, systems engineering, or architecture experience in industry or DOD/IC community Acquisition Project Management

-6 years of system program management or systems engineering experience in one or more of the following focus areas: complex system acquisition, RCAP development, CDRL management, project cost estimation, requirements management, digital engineering, agile software development, technology planning and insertion, and performance assessment

-3 years of leading a team/staff 
-Experience with managing milestone events and develop entrance and exit criteria

-Track and respond to office tasking, build and present program briefings and update project schedules and calendars
-Familiarity with project management, scheduling, requirements, and program office functions
-Ability to work independently with minimal supervision and perform other duties as assigned
-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
-Must be able to demonstrate excellent relationship building and management skills
-Must be able to travel

**Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

Desired:

-Understanding of DoD and IC national intelligence systems, capabilities, mission threads, and architectures
-Working knowledge in SAFe agile or similar agile processes
-Working knowledge of CAMEO, JIRA and Confluence
-Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
-Ability to build and present programmatic and technical briefings and reports with specific knowledge of SIGINT space and ground systems acquisition and development

Responsibilities

Noblis ESI is seeking an Acquisition Project Manager for their Chantilly location to provide: 


-The Program/Acquisition Manager will serve as program support to the government Program Manager (PM) with responsibility for acquisition and technical knowledge of the assigned groups and programs/projects
-Manage and supervise a team of acquisition and project management SETA personnel and their daily tasks
-Assist the PM/COTR during development of RFP packages, source selections, and coordinate completion of technical evaluation of proposals received in response to RFPs

-Assist the PM/COTR in acquisition planning, market research, and milestone planning
-Lead IPT meetings, create and review materials for boards and reviews, such as PMRs, to ensure development contractors are meeting program requirements
-Serve as acquisition expert in their assigned area
-Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support
-Other responsibilities include administrative and technical support to the Government leadership team, internal cross government organization coordination, external mission partners and other DoD/IC customers

 

**Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph.
