The Role

This position is responsible for the planning and implementation oversight of Lumen's robust, carrier-class edge network.  The Manager, Edge Planning is a full-time position within Lumen's North American Operations group. This person must be a strong leader who is able to work cross-functionally with executive leaders. Their success in planning and execution will allow Lumen's network to grow.  Planning's mission is to manage network capital and expense spend to drive profitable revenue, positive EBITDA, and free cash flow. 

The Main Responsibilities

Primary responsibilities of the Manager:

  • Manage a territory of one or multiple states.
  • Manage between 12 and 15 direct reports.
  • Along with their Planners, "own" the entire network within their assigned territory.
  • Have full responsibility for their defined territory and are fully responsible and accountable for ensuring the customers in their region have a best-in-class experience with Lumen.
  • Support diversely skilled and titled direct reports including Interns, Planning Engineers Is, Planning Engineer IIs, Sr. Planning Engineers, and/or Lead Planning Engineers.
  • Work with outside contract firms ensuring the contractors we hire to meet our skill and cost requirements.
  • Support all Lumen business units including mass markets, enterprise, and wholesale.
  • Support all affiliates.
  • Meet and/or talk with customers, developers (single-family, multifamily, and commercial), government officials (mayors, city planners, congressmen, department of transportation), utility representatives, regulators (PUC and/or national) in support of service issues or network deployment in their territory.
  • Handle top-down escalations from our CEO, board of directors, Region Presidents, and various company executives related to network capacity, availability, and timing.

 

Position Responsibilities:

  • Support various functional disciplines including access/HSI (high-speed Internet)/OSP (outside plant), transport/ISP (inside the plant), data, inter-building cabling, building riser cabling, radio, and wireless.
  • Create strategic network plans that encompass entire markets while following Architecture and Engineering (A&E) overarching technology guidelines.
  • Ensure the strategic plans are followed and capital spend supports the strategic network design and Lumen's growth strategy.  Prioritize investments and align strategy to drive the best company returns with the available capital investment.
  • Ensure the equipment planned in the network is deployed in the most efficient way possible to support all business units including mass market, wholesale, and enterprise.
  • Responsible and accountable for capital and expense budget spend, timing, and prioritization.
What We Look For in a Candidate

Minimum Qualifications:

  • Bachelor's degree in engineering or related field with 7+ years related experience or 5+ years related experience with master's degree.
  • 4-6 years inside & outside plant experience in telecommunications with in-depth knowledge of ISP/OSP equipment and designs or the equivalent in training and experience.

 

Preferred Qualifications:

  • Comprehensive knowledge of network topologies spanning the access, transport, and data portions of the network, including working knowledge of the features, functions and applications.
  • Working knowledge of and the ability to perform economic analysis including internal rate of return analysis, discounted payback period, net present value, profit index, buy-vs.-lease analysis, cost-benefit analysis, and breakeven analysis.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

This position is eligible for either short-term incentives or sales compensation. Director and VP positions also are eligible for long-term incentive.
