ICF seeks an HR Generalist to support a large disaster recovery program recently awarded to ICF. This is an opportunity to help staff a project from its inception, and play a key role in the hiring, onboarding and post hire support for a team of 400 staff. This will be an extremely fast-paced project and while the work will be hard, the rewards will be great as we do our part to help rebuild Puerto Rico.

This position is based out of our Puerto Rico office and fluency in Spanish and English is an essential requirement. Preference will be given to local Puerto Rico applicants or those wishing to move back to Puerto Rico with current knowledge of local regulations.
What you ll be doing.
This project will ramp up very quickly with large numbers of professional level staff being hired in Puerto Rico across a number of disciplines. We aim to hire locally where possible and you will assist in arranging career events, open houses and interview days to ensure an efficient and timely hiring process under very tight deadlines.
The staffing requirements will fluctuate as needs are defined so we ll ask you to be nimble as priorities change and juggle multiple, time-sensitive priorities.
This is a highly visible project and you will be required to maintain a database of candidates and report against progress to ensure the program team and corporate functions are aware of progress and challenges.
You ll work in close collaboration with HR and Recruiting staff at ICF s Fairfax, VA Headquarters office to ensure job postings and outreach attracts the talent needed, and that hiring decisions are made quickly following interviews.
You ll assist with the preparation of offer letters, scheduling background checks and drug screens and delivering the new hire onboarding program.
After onboarding the new employees, you will ensure that new hires have ongoing seamless support. Ensuring they complete all necessary documentation and trainings in a timely manner will enable them to begin their roles on the project without delay or interruption.
Juggling the constant hiring, onboarding and training process, you will also serve as the team s HR point of contact for employees with questions or issues.
Through each step in the process, ICF Corporate staff are eager to help and support you, you are not alone! However, we do expect you to be able to work independently and come forward with solutions to challenges if they arise.
Throughout, we expect you to have an outstanding relationship with program leaders and other corporate functions supporting the program. You ll be a trusted advisor, and HR Business Partner.
Once the project is fully staffed you will have the opportunity to partner with the business to lead the deployment of corporate HR initiatives, support organizational change efforts, and establish and implement effective human capital strategies.
Demonstrated knowledge of HR practices and disciplines, including talent management, performance management, employee/career development and general support in a broad based HR generalist role.
Solid experience in HR project management, program implementation and training delivery.
Experience working on large-scale projects with high-volume hiring.
Experience delivering training and onboarding. Some development of project specific training materials may be required
7 years of progressive Human Resources experience to include Employee relations, benefits, training, Recruitment and performance management
Experience with high volume recruiting in a fast-paced environment with the ability to carry a heavy requisition load
Success working closely with Hiring Managers
Working knowledge of OFCCP and EEO guidelines
Bachelor's Degree preferred or 4 years of additional related experience.
Experience supporting Disaster Recovery or FEMA projects
A combination of corporate and agency recruiting experience.
Experience working with an ATS
High-level of proficiency in problem solving skills/critical thinking with the ability to analyze complex situations, identify existing or potential problems, and recommend solutions.
Excellent presentation, verbal and written communication skills and ability to effectively communicate with all levels of the organization as required.
Team player with the ability to work in a high demand, fast-paced environment with diverse, geographically dispersed clients.
Sound business ethics and judgment, including the protection of proprietary and confidential information.
Outstanding interpersonal and conflict resolution skills.
Ability to apply detailed knowledge of organizational/company procedures to make independent decisions and serve as a credible resource for our clients.
Fluency in Spanish and English.
