Continuity of Operations Communications Planner, Senior

Key Role:

Serve as a Combatant Command (CCMD) Continuity of Operations (COOP) Communications Planner assisting in the development, updating, and publishing of a family of COOP Plans, CONOPS, and policies to assure the execution of all Unified Command Plan assigned missions. Ensure the availability of all required communications systems and personnel to accomplish CCMD mission essential functions during unscheduled emergencies, including facility maintenance or repair or manmade or natural disasters, and providing expertise to Senior Leader Command, Control, and Communications Systems (SLC3S), Nuclear Command, Control, and Communications (NC3), and Continuity of Operations/Continuity of Government (COOP/COG) communications requirements. Implement innovations and new approaches, making recommendations on the feasibility and compatibility with existing systems, and equipment, and the long-term effects of changes while developing analysis and recommendations on the life cycle process and Planning, Programming, Budgeting, and Execution (PPBE) requirements. Coordinate with higher, adjacent, and subordinate commands and agencies to ensure communications plans are compatible and interoperable with all inter-related systems, and in compliance with DoD standards. Work with internal staff and external agencies on system architecture and design, processes and controls, and system test plans to support CCMD COOP plans. Prepare, explain, and defend proposals before CCMD leadership and DoD components and agencies PBR process while maintaining relationships with representatives of OSD agencies concerning the identification of systems requirements and advises on the feasibility of changes required in current and planned operations. This position requires the ability to travel regionally and internationally.

Basic Qualifications:

-3+ years of experience with a Major Command or higher level

-3+ years of experience with operational-level planning

-Experience with working a COOP program

-Knowledge of IT architecture, governance, policy, strategic planning, and strategic communications

-Ability to travel regionally and internationally

-TS/SCI clearance

-BA or BS degree

-Command and General Staff College or Service

Additional Qualifications:

-Experience with Mission Assurance

-Experience with COCOM planning

-Experience with Logistics Planning

-Possession of excellent analytical skills at the strategic and operational level

-Possession of excellent written and verbal communication skills

-MA or MS degree

-National or Service War College graduate

-School of Advanced Military Studies (SAMS) or Service

-Certified Business Continuity Professional (CBCP) or other continuity certification
