Job Description
BAE Systems is looking for a Program Manager with experience leading large scale data-centric solutions, with strong programmatic and technical skills in developing cloud-based solutions. This candidate will be responsible for leading a program via SAFe Agile DEVSECOPS of an enterprise-level set of cloud-based data services across TS/SCI, Secret, and Unclassified cloud domains. The candidate will define and communicate a shared program vision across Industry and Government stakeholders and will collaboratively define the solution that achieves Government objectives.
The PM is responsible for all aspects of program execution with particular emphasis on delivering customer satisfaction, financial and schedule performance, and risk/opportunity management. The PM has responsibility to make cogent and timely decisions related to the project and acts as the primary point of contact for the program team.

Responsibilities Include:
- Lead system and software development and sustainment of cloud-based data services and perform as the primary government interface under the direction of Analytics Systems Product Line leadership. The
- Work closely with Engineering, Finance, Contracts and Subcontracts to manage cost, schedule and performance of the prime contract.
- Lead program planning, including cost and schedule definition, risk management and actively participate in high-level architecture, requirements, design and Agile DEVSECOPS
- Work with customers, stakeholders, and suppliers to establish high-level solution Intent, and the solution intent information models and documentation requirements
- Collaborate with System Architects/Engineering teams to understand how their capabilities fit into and support the larger direction of the overall Solution
- Participate in Architecture and Engineering trades to ensure consistency in how emerging designs and tradeoffs are managed across the solution
- Collaborate with the Solution Team and key stakeholders on progress, budget, release strategy, and readiness
- Work with Government stakeholders, customers, suppliers, to align the architectural direction with the Solution Intent
- Work with Suppliers, making sure the technical characteristics for supplier-delivered capabilities are understood and assisting with the architectural integration of these concerns.
- Communicate with all levels of BAE Systems engineering, financial, contracts and program controls regarding program performance status (cost / schedule / resources / risk).
- Develop program/project plans specifying goals, staffing, scheduling, identification of risks, contingency plans and, allocation of available resources.
- Directs and monitors work results for meeting software development requirements, specifications and QA standards
- Regularly evaluates performance of program tasks in terms of quality, cost control, and achievement of technical, schedule, performance and contractual objectives using standard metrics
- Identifies and develops opportunities to increase the value of the project and to capture new scope via ECPs
- Ability to initiate, prioritize, and coordinate multiple tasks simultaneously
- Ability to operate independently and proactively

Bachelor's Degree and 15 years work experience or equivalent experience

- Bachelor's degree in Software Engineering, Computer Science, related engineering field of study or Business plus 15 years of experience
- Ten years of experience as a Program Manager leading a software development program
- Five years of experience leading large scale data architectures, scalable cloud architectures, and/or imagery processing
- Imaginative, self-motivated, self-starter, excellent communicator including presentation skills
- Strong teamwork and leadership skills
- Demonstrated program management experience within the Intelligence Community of full life cycle software development programs including operations and sustainment ($50M program value or greater)
- Experience managing a program with subcontractor business content
- Experience managing software development programs utilizing agile methodologies within a structured DOD acquisition environment
- Experience managing Cost-plus-fixed-fee (CPFF), Cost-plus award Fee (CPAF) or Firm Fixed-Price (FFP) contract types
- Strong interpersonal skills and experience with relationship building, including the coordination of work tasks with key stakeholders and program leadership.
- Possesses the ability to interface with senior internal and customer personnel on significant community matters, often requiring coordination between organizations
- Proficient in the application of Earned Value Management System, Master Planning Techniques (IMP/IMS) and Subcontract Management
- Proficient with program scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes
- Knowledge of the SAFe methodology

- Master's degree in Software Engineering, Computer Science, related engineering field of study or Business plus 15 years of experience
- Experience with micro-service based, scalable architectures
- Experience with delivery on AWS or an equivalent services
- Experience with delivery of services in hybrid cloud/on-premises infrastructures
- 15+ years managing Systems and Software Engineering development teams
- NSG customer experience
- Ability to lead and conduct trade studies and analyze results
- PMP/PMI, ITIL, SAFe Certifications (i.e. SAFe Agilist or SAFe Government Practitioner certification)
